    The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a natural resource professional who wants to impact Idaho water issues.

     

    IDWR is filling a vacancy for a Water Resources Supervisor in our Southern Region Office in Twin Falls, Idaho. Twin Falls is a regional commercial center with a vibrant downtown and good access to public lands and outdoor recreational opportunities. This position offers an exciting opportunity to impact Idaho water resource management and administration. The person in this position will lead a team of 4-6 staff that supports the state’s water districts and watermasters to ensure proper delivery of water by district watermasters. This position helps ensure available water supplies within Idaho water districts are properly allocated to the water users according to priority of right.

    Example of Duties

    • Hire and train staff, assign work, and evaluate performance

    • Manage employee relations (professional development, coaching, counseling, etc.)

    • Plan, delegate, and schedule work to meet program objectives

    • Establish guidance and prepare progress reports for process improvements

    • Establish work priorities, standards, procedures, and protocols

    • Evaluate program effectiveness and compliance with state water law; review and propose revisions to related laws and rules

    • Assist the public, attorneys, and consultants with answers to complex questions about water right and water administration matters

    • Participate and/or lead efforts to create, modify or abolish state water districts and provide training for water district watermasters and staff Meet with water users and groups to resolve water delivery disputes

    • Initiate enforcement actions and resolve violations of Idaho water law

    Minimum Qualifications

    Good knowledge of:

    • Surface and ground water hydrology as it relates to water diversion and use, well drilling, water system design, and water measurement

    Some knowledge of:

    • Supervisory practices

    • Project management principles

    • Data management systems

    • Record-keeping practices

    Experience with:

    • Interpreting, applying, and explaining state laws and rules

    • Leading a team project or coordinating a program that requires planning, prioritizing, and accomplishing multiple regulatory, administrative, or business objectives

    • Describing technical subject matter to non-technical users both orally and in writing

    Minimum Qualification Specialties

    • Applying state laws, policies, and practices to water right processes, and interpreting water right records

    • Calculating and measuring water flow rates and volumes for irrigation and other water uses

    • Interpreting maps and aerial imagery and using Geographic Information System (GIS) software

    Desirable Qualifications

    • Experience applying the prior appropriation doctrine in water administration or water right adjudication

    • Experience which demonstrates considerable knowledge of various water diversion and delivery systems, methods and devices for water measurement, and state water law and rules related to water districts and water distribution
