Role Overview:
The High-Impact Program Coordinator supports Ryan White HIV/AIDS Program (RWHAP) Part B subrecipients' quality management activities. Incumbent ensures subrecipients' quality management program meets standards through developing, implementing, and maintaining systems. Incumbent ensures subrecipients implement all components of the HRSA Policy Clarification Notice (PCN): 15-02. Incumbent works with subrecipients to develop and improve quality management strategies, deliver technical assistance trainings, and provide interventions. Incumbent collects, reviews, analyzes, and provides feedback to quarterly program outcome reports. Incumbent works collaboratively with the Services monitoring team to review subrecipient quality management activities and reports any suggestions, recommendations, or findings for improvement. Incumbent ensures program participants' voices are heard, which results in structural interventions. Incumbent participates in the Indiana HIV/Hepatitis C (HCV) Advisory Council, Ryan White Part A Planning Council meetings, Ending the HIV Epidemic (EHE) Taskforce, and Zero Is Possible (ZIP) Coalition community building activities. Incumbent participates in all required virtual and in-person meetings, conference calls, and appointments. Incumbent works with the quality management team to review subrecipients' program outcomes and create interventions when necessary.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
• Support a data-informed model to guide decision-making in collaboration with lived experience
• Ensure subrecipients implement all components of the PCN:15-02
• Help funded agencies write quality management plans and standard operating procedures
• Review submitted monitoring documents to evaluate completeness
• Collaborate with RWHAP Part A quality management counterparts
• Complete on-site monitoring to evaluate the quality management program’s infrastructure, service category performance measurement, quality improvement project, and program evaluation activities
• Review, write, and submit all required monitoring narratives, recommendations, and findings to the Quality Management program leadership
• Receive quarterly update reports on subrecipients’ quality management program • Ensure submitted data is complete, accurate, consistent, and current
• Review quality management program reports and provide feedback • Create Corrective Action Plans for subrecipients when necessary
• Meet with subrecipients bi-monthly to discuss program activities, goals, and benchmarks
• Ensure continuous and effective communication between IDOH and subrecipients
• Conduct quarterly meetings with all subrecipients to cover state-wide program updates
• Provide technical assistance training to new subrecipient quality managers and employees
• Support subrecipients and agencies with quality questions or concerns
• Maintain accurate records in standardized formatting
• Participate in the Indiana [RWHAP Part B] HIV/HCV Advisory Council, [RWHAP Part A] TGA Planning Council, Ending the HIV Epidemic (EHE) Taskforce, and Zero Is Possible (ZIP) Coalitions.
• Assist in writing reports to HRSA
• Participate in the HRSA federal monitoring process of the quality program
• Participate in quality management training to improve and maintain knowledge base
• Participate in IDOH-led conferences, health fairs, and other events when assigned

• Knowledge of working with local and state organizations

• Able to review, analyze, summarize, and prepare reports
• Ability to effectively provide observation, feedback, guidance, corrective action, coaching, and development of skills
• Have knowledge of root cause analysis activities
• Be able to conduct an organizational assessment
• Ability to train others to ensure roles, responsibilities, duties, and expectations are clearly understood
• Ability to set expectations, measure progress, provide ongoing feedback, and evaluate subrecipients' performance fairly
• Be able to interpret data trends and communicate impact to affected populations
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
