Role Overview:
The Project Budget Analyst position within the Project Finance Division is essential to the State of Indiana's roadway infrastructure ensuring that project budgets are balanced, with funding available to pay the consultants, contractors and other providers responsible for delivering a safe and efficient transportation system. This position is primarily responsible for the creation of project budgets for INDOT's capital program. A key INDOT position whereby the accuracy of funding the capital program within the limitations of federal and state funds makes a difference in federal reimbursements, of which INDOT is reliant upon for Indiana's roadway infrastructure. This individual will analyze data and provide support to the agency on processes necessary to maintain project budgets. The agency has over 3,500 project budgets at any given point with over $2B in funding assigned. In addition, this position is responsible for the project costing distribution setup that provides the transactional data necessary for invoicing federal and other reimbursements.
Location:
This position is located in INDOT’s Central Office, Project Finance Division.
Salary Statement:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential elements of the job duties:
+ Prepare and monitor administrative budgets in addition to schedules for large expenditures such as leases, equipment, and allotments.
+ Assist in the preparation of agency budget analysis of expenditure and preparation of expenditure reports.
+ Prepare and monitor expenditure reports such as fund balances by type and category.
+ Prepare reports on quarterly grants and allotments.
+ Provide assistance to government auditing teams.
+ Review program and administrative budgets with management and agency staff.
+ Assist with annual tasks such as assisting with reports on anticipated funds and detailed reports of previous year’s expenditures.
+ Monitor purchase orders or release of balances that will become available in state and federal resources.
+ Utilize computers, programming, and software systems in performance of duties.
+ Perform related duties as required.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirement to be considered for employment:
+ High School Diploma or High School Equivalent degree (HSE) required.
+ Six (6) years full time professional experience In Accounting, Auditing, Financial Analysis, Or rRelated eExperience. Substitution - Accredited College Training in Accounting or related area may substitute for required experience with a max substitution of four (4) years.;
+ Thorough knowledge of and ability to apply the Generally Accepted Accounting Principles and the Generally Accepted Audit Standards and related theories.
+ Advanced knowledge of federal, state and agency budgeting and fiscal policies and procedures.
+ Ability to review and analyze financial requisitions in PeopleSoft/Encompass to determine discrepancies and make corrections.
+ Working knowledge of agency organization and function.
+ Ability to prepare clear and concise reports via PeopleSoft/Encompass.
+ Ability to review and analyze budgets.
+ Able to perform essential functions with or without reasonable accommodation.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
