The Maryland Department of Transportation, Secretary’s Office (MDOT TSO), is seeking an experienced and dedicated IT professional to serve as a DOT Functional Analyst II. This is the journey level of work providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.
This position will be located at the Maryland Department of Transportation (MDOT) Maryland Motor Vehicle Administration (MVA), in Glen Burnie, MD.
Key responsibilities for this role include, but are not limited to, the following:
+ Manage Customer Connect Production Support to include monitoring the Production Support email account and taking appropriate actions to resolve incoming requests.
+ Researching production support inquiries by reviewing data in the applications databases using SQL Management Studio, as well as analyzing C# code to understand existing processes and identify issues prior to escalating to the developers.
+ Utilizing web services and tools such as SOAP UI and Postman to simulate and troubleshoot API calls internally.
+ Work with vendors to obtain necessary certificate information for external API interfaces, uploading certificates, and coordinating with internal interface teams.
+ Collaborate with business stakeholders to gather, document, and analyze functional requirements to include reviewing developer SQRs, translating business needs into clear and concise functional specifications, and serving as a liaison between MDOT modes and technical teams.
+ Support Office of Information Resources (OIR) management on various projects and procedures including monthly status reports, assisting with special OIR initiatives, and maintaining team related documentation.
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.
Experience: One (1) year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.
*Selective Qualification: One (1) year of experience using SQL, programming languages such as C# within Visual Studio, and managing production support requests for client-server, web-based applications, and APIs.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.
3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
Licenses & Certifications
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
