    Summary This position is located in the Charlie Norwood VAMC (CNVAMC) High Reliability Organization-Quality and Patient Safety (HRO-QPS). The incumbent serves as the Chief Health System Specialist Quality and Patient Safety for business and health operations functions within the medical center, including supervisory oversight of HRO-QPS staff under his/her alignment. Responsibilities The Chief Health System Specialist QPS is responsible for the development, enhancement, standardization, and analysis of administrative, operational, and clinical healthcare information necessary to drive procedures, practices and policy decisions. The Chief Health System Specialist QPS, as CNVAMC expert, participates in and contributes to VAMC planning and strategic development process, and the QPS operational outcomes conduit to Medical Center Leadership in support of national goals and priorities. The position provides guidance and support to top management of the VAMC and Midlevel and front-line staff within the facility and assumes full responsibility of the following: Planning, developing and executing actions to ensure the various healthcare business operations are effectively standardized and coordinated throughout the Medical Center. This includes reviewing and providing systematic reports on Peer Review, Risk Management, Patient Safety, SAIL metrics, Governance Oversight, Policy/SOP Management, Performance Measurements and Analytics. Responsible for providing the influence, motivation, and persuasion which fosters the acceptance and exercise of sound analytical concepts, practices, and innovations. Incumbent ensures effective integration of efforts/activities within the medical center to improve facility performance and care delivery, to ensure patient safety and a just culture and to reduce risks withing the organization. Evaluates proposals or problem solutions and presenting conclusions to VAMC leadership. Recommendations may take the form of a draft program, policy, or organizational changes, along with projected benefits. Coordinating with all staff within CNVAMC, the incumbent oversees the medical centers policy and SOP program from creation to publication. Actively participates in the resolution of conflicts between local needs and Network priorities and VA requirements. Providing analytical and program oversight in the monitoring of the facility governance process and compliance with established guidelines as applicable. Applying analytical, evaluative, developmental, and advisory skills toward recommending improvements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Basic Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the above basic requirements, you must meet the below specialized experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages at a minimum the Patient Safety Program, Risk Management Program, Peer Review Program, Performance Measures Program, SAIL Performance Measures, Governance Management, Medical Center Policy/SOP management and Analytics within the High Reliability Organization-Quality and Patient Safety service; Analytical oversight responsibility for synchronizing analytical information from the various data and information elements within the medical center into concise daily, weekly, monthly, and quarterly briefings to Medical Center Leadership in relationship to the programs under his/her purview; Planning, developing and executing actions to ensure the various healthcare business operations are effectively standardized and coordinated throughout the Medical Center; Ensures effective integration of efforts/activities within the medical center to improve facility performance and care delivery, to ensure patient safety and a just culture and to reduce risks withing the organization. Preferred Experience: Sound experience of programs in Quality and Patient Service with proven application directives to ensure and efficient oversight of requirements. Experience in Patient Safety, Risk Management and Performance Measures. Analytic experience and application of data to make sound predications and direction of opportunities. At least 4 years in working in Quality Management service and working with Quality and Patient Safety Programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
