Position Description
The Special Projects Manager for Programs and Operations leads with a trauma-informed and community-centered approach, overseeing the development and management of youth and family programs which promote healing, equity, and opportunity. This role ensures that court services are accessible, culturally responsive, and attuned to the complex needs of youth and families impacted by the youth justice system. By fostering strong partnerships with internal teams, community organizations, and external agencies, the Director advances high-quality, compassionate programs and operational practices which support positive outcomes and long-term well-being for young people and their families across Davidson County.

Typical Duties
+ Supervise and coordinate the work of division directors, impacting programs and case flow.
+ Oversee the planning, implementation, and evaluation of all court-based and community-based programs serving youth and families, including diversion, intervention, and support initiatives.
+ Provide organizational leadership that aligns Court operations with our mission, vision, and values.
+ Lead strategic planning and cross-agency collaborations to improve outcomes for children and families.
+ Oversee policy development, program evaluation, continuous improvement efforts, and drive evidence-based adjustments.
+ Facilitate strategic alignment to ensure trauma-informed and family-centered services.
+ Develop and maintain standardized processes and protocols for case management, program referral, intake, and follow-up to ensure efficiency, equity, and compliance with legal and regulatory requirements.
+ Lead the continuous improvement of court processes, leveraging data and feedback to enhance service delivery and outcomes for youth and families.
+ Supervise program managers, coordinators, and support staff, providing leadership, coaching, and professional development opportunities.
+ Collaborate with judges, court staff, and community partners to align programs and processes with best practices in youth justice and family engagement.
+ Represent the court in community forums, interagency meetings, and with external stakeholders on matters dealing with youth and family programs.
+ Ensure compliance with all applicable laws, regulations, and grant requirements related to juvenile court programs and operations.
+ Prepare and present reports, recommendations, and strategic plans to court leadership and other stakeholders.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s Degree in Social Work, Public Administration, Psychology, Education, or a related human service field and five (5) years of verifiable project management experience specifically overseeing multidisciplinary teams in human services, child welfare, court systems, or program management.

Preferred Experience, Knowledge, Skills, and Abilities
+ Master’s degree in a relevant field
+ Experience managing large multidisciplinary teams
+ Experience working with diverse and historically marginalized populations, including immigrant and refugee families
+ Familiarity with case management software, court technology platforms, and conducting program evaluations
+ Bilingual or multilingual abilities

Metro offers a generous core benefit package to eligible employees who are regularly and consistently working 20 or more hours per week.
