Job Description
This is a non-merit position with the Iowa Department of Management.
Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.
The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an Information Technology Administrator 3 - Application Development Managerto join our team! This role is critical in driving the delivery of complex technology solutions that align with DOM’s strategic goals and serve agencies across the enterprise.
As a key leader, you will oversee day-to-day operations of functional teams, manage enterprise software standards, and ensure the successful delivery of both SaaS and custom-built solutions. You’ll also play a pivotal role in financial planning, resource allocation, and fostering a high-performance culture within DoIT.
What You Will Do
+ Lead enterprise software development and administration, ensuring timely and high-quality delivery.
+ Lead modernization efforts for mainframe systems and legacy applications with a focus on building cloud-native applications.
+ Oversee development and deployment of AI solutions, ensuring ethical use and alignment with business goals.
+ Oversee data governance, data management, data engineering, business intelligence and analytics maturity.
+ Evaluate and pilot emerging technologies to enhance service delivery and operational efficiency.
+ Define and monitor key performance indicators (KPIs) for application development and data management.
+ Oversee DevOps adoption and CI/CD practices to accelerate delivery, automation and improve quality.
+ Identify and mitigate technology risks, ensuring compliance with regulatory and audit requirements.
+ Oversee functional team operations, including staffing, resource planning, and performance management.
+ Develop and implement strategic program plans, policies, and procedures.
+ Collaborate with agency leadership on organizational, financial, and operational matters.
+ Manage capital spending plans, budgets, and procurement in alignment with DOM initiatives.
+ Promote process re-engineering and cost-effective service delivery across the enterprise.
+ Provide leadership and mentorship to DoIT team members, fostering a culture of innovation and accountability.
+ Ensure compliance with federal, state, and agency data security standards.
+ Represent DoIT in planning and policy-making meetings, offering strategic input and recommendations.

Working Arrangement
This position requires onsite work in Des Moines, IA each week. Employees meetingallexpectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

OR
051 PHP:
12 months experience that demonstrates knowledge and understanding of the PHP syntax and basic language components including specific experience at implementing web systems using object oriented PHP to access database, LDAP, HTTP and/or other remote resources.
OR
196 JAVA:
6 months experience, 12 semester hours, or a combination of both that demonstrates knowledge and understanding of the JAVA syntax and basic language components.
Minimum Qualification Requirements
Graduation from an accredited four-year college or university and experience equal to seven years of full-time professional work in information technology systems management which includedthree years of management experience in the area of application design and development or three years in managing professional staff engaged in the installation and operation of mainframe equipment;
OR
an equivalent combination of education and experience substituting the equivalent of six months of full time work experience in the development of computer applications or maintaining computer software systems or computer operations for one year of the required education to a maximum substitution of two years;
OR
substitution of one year (thirty semester of equivalent hours) of graduate level course work in Computer Science or Management Information Systems for one year of the required work experience to a maximum substitution of one year;
OR
employees with current continuous experience in the state executive branch that includes experience equal to three years of full time work as an Information Technology Specialist 4;
OR
employees with current continuous experience in the state executive branch that includes experience equal to two years of full time work as an Information Technology Specialist 5;
OR
employees with current continuous experience in the state executive branch that includes experience equal to two years full time work as an Information Technology Administrator 1;
OR
employees with current continuous experience in the state executive branch that includes experience equal to one year full time work as an Information Technology Administrator 2.
