    Office of Permitting & Compliance – Engineering

     

    The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development.

     

    OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management.

     

    This Petroleum Scientist Manager 2 position serves as the principal assistant to the Director of Engineering in administrative and managerial functions; assumes duties of the Division Director in their absence. Administrative direction is exercised over all full-time and part-time classified and contractual personnel assigned to the Underground Injection Control (UIC) and Exploration and Production (E&P) Waste Management programs within the Division.

    Minimum Qualifications

    A bachelor’s degree in a geoscience field or engineering plus five years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR

    A master's degree in a geoscience field or engineering plus four years of the required specialized experience; OR

    A doctorate in a geoscience field or engineering plus three years of the required specialized experience.

    Job Duties and Other Information

    Job Duties:

    This Petroleum Scientist Manager 2 position is located within the Engineering Division of the Office of Permitting & Compliance and is domiciled in Baton Rouge, LA. This position reports to the Petroleum Scientist Administrator (Division Director). Work is performed in accordance with State and Federal regulations, Divisional guidelines, and Departmental rules.

    Duties include, but are not limited to the following:

    + Serves as the principal assistant to the Engineering Division Director for their assigned program area, representing the Division Director in their absence, and providing coverage for the other Petroleum Scientist Manager 2 when needed.

    + Oversees the planning, managing and coordinating the technical, administrative and regulatory activities for the division, such as budgeting, purchasing, personnel, and records management.

    + Oversees two (2) Division sections: Class I Injection Wells and Class II Injection Wells/E&P Waste Management

    + Programmatic oversight of the permitting program, ensuring permits are reviewed to regulatory standards and in a timely fashion.

    + Assists with the creation and implementation of new programs (e.g. geothermal, lithium, etc.)

    + Ensures compliance issues are appropriately managed and referred to the Office of Enforcement when needed.

    + Assists in the preparation of annual budgets and revenue projections.

    + Manages the oversight of Division federal grants, including the annual UIC programmatic grant and one-time EPA multipurpose use and exchange network grants.

    + Supervises, directs, plans and coordinates the technical, administrative and regulatory activities of the designated Division sections within Engineering.

    + Recruits, interviews, and recommends approval for hiring personnel and evaluates the performance of personnel.

    + Performs all other duties as assigned.

    POSITION-SPECIFIC DETAILS:

    Appointment Type: Promotional.This position will be filled by way of an internal promotion with a current Department of Conservation & Energy employee.

     

    Career Progression: This position does not participate in a Career Progression Group.

     

    Work Schedule:Work hours are flexible.

     

    Compensation: The salary offered will be determined based on qualifications and experience.
