    Job Description

    Marketing Statement:

    The Washington Metropolitan Area Transit Authority (WMATA) Occupational Health & Wellness (OHAW) Department seeks a seasoned Senior Director of Occupational Health & Operations to provide strategic leadership for its Clinical Services Program, Business Operations, and 24¿hour Drug & Alcohol Compliance Program. In this multifaceted role you will ensure the effective organization, staffing and execution of comprehensive occupational health programs. You will drive continuous improvement and outcomes management, oversee budgets and financial reporting, and coordinate operations training, emergency preparedness and regulatory compliance efforts across these functional areas.

     

    The ideal candidate is a dynamic and highly collaborative leader with deep experience in occupational medicine, health program management and compliance with OSHA, DOT/FTA and other federal and local regulations. You excel at building and mentoring high¿performing teams, managing complex budgets and procurement, and serving as a trusted advisor on best¿practice medical policies and wellness initiatives. Your strong communication and customer¿service skills enable you to partner effectively with labor unions, transit divisions and external stakeholders to promote a culture of health and safety throughout Metro¿s workforce

    Minimum Qualifications

    Minimum** **Education

    + Bachelor'sdegreeinPublicHealth, Health careAdministration,Business orPublicAdministration or related field

    + In lieu of Bachelor degree a high school diploma or GED and four (4) years of experience in health-related services, human resource management or business operationswithdirectresponsibilitiesandoversightoftheoperationalbudgetandstaff management may be considered

    Minimum** **Experience

    + Ten (10) years of operational and managerial experience in health-related services, human resource management or business operations with direct responsibilities and oversight of the operational budget and staff management. This must include two (2) years of operational experienceworking inanOccupationalMedicineenvironment.Also,musthavedemonstrated managerial and organizational skills necessary to direct and oversee a multidisciplinary department

    Minimum** **Certification/Licensure

    + Mustacquire WMATAContractingOfficer TechnicalRepresentativeCertificationwithinthree(3) months of hire date and maintain this certification while in this job.

    Preferred** **Qualifications

    + Master'sdegree inPublicHealth, HealthCareAdministration,BusinessorPublic Administration or related field

    + Six(6)yearsofexperienceinadiversifiedmedicalofficewithexperienceand/or knowledgeof occupational medicine principles including workers compensation

    + ExperiencewithandknowledgeoffederalregulatoryprovisionsofDepartmentofTransportation, FederalTransitAdministration,FederalMotorCarrier SafetyAdministration,OccupationalSafety and Health Act and other relevant laws of the jurisdictions within which the Authority operates

    + Experience and knowledge of Workplace drug and alcohol testing programs (Code of Federal Regulations Part40),Employee AssistancePrograms,Wellness ProgramsandtheAmericans with Disabilities Act

    + Experienceworking orcollaboratingwithUnions

    + Knowledgeofthefederal contractor/governmentprocurementprocess

    + Certificationinhearingconservation(CertifiedOccupationalHearing Conservationcertified)and completion of National Institute for Occupational Safety and Health approved spirometry course

    Summary

    The Senior Director, Occupational Health & Operations is responsible for the effective leadership, guidance, organization and staffing of a multifaceted department, with direct oversight of the Clinical Services Program, Business Operations, and the 24-hour Drug and Alcohol Compliance Program/testing facility. The Senior Director implements and maintains effective and efficient systems for the occupational health programs; including but not limited to oversight of staff and process functions in several departments, proposals; budget activities; Human Capital administration; operations training; maintenance and technical skills training; emergency preparedness and response. The incumbent ensures the department effectively meets the Authority's operational, business, and budgetary requirements and provides strategic and comprehensive operational oversight to all sub-departments within Occupational Health and Wellness.

    ESSENTIAL FUNCTIONS

    Principal** **Job** **Duties

    + Leads and effectively executes The Office of Occupational Health and Wellness Clinical Services, Drug&AlcoholComplianceandBusinessOperationsfunctions.Ensurescontinuousimprovement and drives compliance and outcomes management to include but not limited to worker health programs, absenteeism, sleep disorders, medical evaluations and examinations, drug & alcohol random, post-accident, post-incident and follow-up testing and financial oversight.

    + Leads andevaluates staff.DevelopsannualperformanceobjectivesfortheOccupationalHealth and Wellness staff and evaluates progress toward objectives. Maintains an effective organizational structure and ensures that staff possesses the requisite skills, talents and know- how to effectively perform in a robust Occupational Health and Wellness environment.

    + Leadsinnovativetechnicalsolutionstoensure allareasofoversightarecompliantwith regulations, laws, statutes, privacy, and security.

    + Directs subordinate staff and provides oversight of contractors and contract vendors. This includesrecommendingapplicantselection,assigningduties,performingdisciplinaryactions, resolving grievances, and ensuring appropriate training is completed for work procedures.

    + Improvesthecustomer experienceandincreases theirsatisfactionbyimplementingcontinuous customerserviceimprovementsinallareasofmedical servicedeliveryincluding organizational structure, business processes, employee communication and enhances the customer service competencies of staff.

    + Develops and implements cost-effective medical policies, procedures, and programs. Directs financial management and business analysis functions including operating budget forecasting, Fiscal Year annual budgeting, month-to-month expense management, vendor expense reconciliation, financial reporting, analyzing financial management system reports. Also, implementationoftechnologyenhancements,frontoffice administration,testingoperations,and medical records management improvements.

    + Serves as the internal Subject Matter Expert on best practice health management activities and proposes adoption of medical services and occupational health practices that improve the aggregate health profile of Metros employees. Researches and implements accepted medical and physical standards for condition of employment compatible with applicable laws and regulations such as Occupational Safety and Health Act, and the Department of Transportation 111 and Federal Transit Administration regulations. Recommends, revises, and ensures that the Authority'smedical,employee assistanceandcomplianceoperationspoliciesandproceduresare with Federal law, laws of the jurisdictions within which the Authority operates, collective bargaining agreements and Authority policies.

    + Oversees and directs communications with Field Offices to provide clarity and direction with regards toOccupationalHealthandWellness functions,proceduresandprocesses.Collaborates with all Metro management and their administrative staff to provide instruction and/or interpretation of Occupational Health and Wellness standard operating procedures & policies related to return to duty and monitoring of employees on medical leave of absence, identifying health concerns, productivity problems, and restrictive duty tasks. Corrects gaps in either communications or processes to reduce nonqualified leave of absences.

    + AssisttheChiefMedicalOfficer inrespondingtosubpoenasandothercourt ordersasthe Authority representative and Custodian of Record.

    + Ensures that all required physicals examinations and evaluations for Authority employees are conducted in a timely manner as regulated by the Authority policies, the Department of Transportationregulations,applicablelawsandcollectivebargainingagreements.otherregulatory agencies. This includes pre-employment, return-to-duty, workers' compensation, post-incident, and other necessary physicals/examinations.

    + Participatesinjoint activitieswiththeAuthoritytopromotesafety; assistsintheresolutionand

    + Performsrandomaudits ofcasemanagementandallprocesseswithinOccupationalHealth and Wellness.

    + Serves as the Principal Financial/Procurement Advisor to the Chief Medical Officer by acting as Contracting Officer Technical Representative for projects and by providing input to and initiating secure procurements which include generating requisitions for required needs and services, developing scope of works, establishing modifications, tracking vendor performance and expenditures.Ensuresallnecessaryagreementsareinplacetosupporttheday-to-dayoperation of the department. Utilizes the Procurement Information Management System.

    Other** **Duties

    + MayactasdesigneeofChiefMedical Officertoparticipateinarbitrationsandotherlegal actions resulting from Occupational Health and Wellness decisions.

    + Ensuresallclinicaldocumentationisinaccordancewithprofessionalpractice andstandards

    + Ensurespre-employmentevaluationsarereviewedasappropriateforthedeterminationof commercial driver fitness

    + CollaborateswithMetro'scliniciansregardingemployeeswhoseconditionsthatcouldaffectability to perform work; and make appropriate referrals and recommendations for further consultation, modified duty, and/or temporary or permanent disability and review of medical records in determination for qualification to meet medical standards.

    + Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
