    This professional position provides critical support to the Child Support Division (Division) management team in managing and coordinating the state supervision of the Minnesota Child Support Program. Under the oversight of the General Counsel’s Office, this position provides professional legal advice to Division management and staff. The Policy & Planning team develops and communicates program policy, coordinates the Division’s legislative activities, and builds and maintains relationships with the child support professional community. Team members are responsible for researching and analyzing child support policy and law; maintaining the Child Support State Plan; responding to data requests and developing and enforcing record retention policies. The team is also responsible for coordinating with other program divisions within the Children and Family Services Administration, other state agencies, and partners and stakeholders. Additionally, the team works closely with MN.IT at the Department of Children Youth and Families (DCYF) on automation of policy and with other divisions across the Department as needed. As a recognized subject matter expert, this position is responsible for providing legal support on issues related to the federal and state child support program with both internal and external audiences.

    Responsibilities include:

    + Provide legal support to the Division.

    + Assist with policy development and implementation.

    + Assist with the coordination of the Division’s legislative activities.

    + Act as a liaison between the Division and child support community stakeholders, including the legal community

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

     

    + JD degree from an ABA accredited law school;

    + Current license and in good standing to practice law in the State of Minnesota; and

    + At least 1 year experience as a practicing attorney in child support, or related area of law; and

    + Demonstrated knowledge and experience conducting legal research, writing and analysis.

    Preferred Qualifications

    + Experience working with other state agencies; the Legislature, the legal professional community, advocacy groups, and the public.

    + Knowledge of and previous experience working with the child support state statutes and federal laws and regulations.

    + Experience planning and delivering complex legal information to non-legal audiences.

    + Experience in data privacy and/or public procurement, grant agreements, and contract law.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
