    About the Agency:

    HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

    Your Team:

    The Office of Enforcement and Neighborhood Services (OENS) lead the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

     

    The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).

     

    Your Impact

     

    Under the executive direction of the Associate Commissioner for the Emergency Operations and Enhanced

     

    Enforcement (EOD) and reporting directly to Assistant Commissioner. In accordance with Local law 101 of 2015, certain elevator violations will be referred to HPD by the Department of Buildings (DOB) for emergency repair consideration.

    Your Role:

    As an Executive Director-Director of Property Management in the Emergency Operation and Enhanced Enforcement Division (EOEED) - Alternative Enforcement Program (AEP), your role will include, but not be limited to the following:

    Your Responsibilities:

    - Manage the day-to-day operations of the Alternative Enforcement Program;

     

    - Directing support staff and teams of housing inspectors, construction project managers and community coordinators

     

    - Direct housing inspectors to timely perform complaint inspections and reinspection’s

     

    - Direct construction project managers to inspect ERs, perform roof to cellar inspections, create and sign off on work orders.

     

    - Review roof to cellar inspections and approve AEP Orders to Correct that include system replacements needed to address the underlying conditions of the violations

     

    - Review existing policies and when necessary, develop new policies and procedures to ensure compliance with laws and regulations;

     

    - Ensuring the enforcement of the Multiple Dwelling Laws, New York State Housing Maintenance Code, and all other applicable rules and regulations.

     

    - Ensure that AEP requirements for each building are timely appointed and all pertinent information pertaining to inspections, reinspection’s, work orders and tenant/landlord information are properly and timely entered into the computer system and kept current.

     

    - Meet with landlords, tenants, community groups and intra-agency executives to discuss matters related to AEP

     

    - Analyzing AEP data; developing, tracking, summarizing productivity reports.

     

    - Respond to media inquiries regarding AEP buildings

     

    - Manage AEP construction budget

     

    - Liaison with HLD on AEP referrals for comprehensive litigation

     

    - Liaison with Emergency Operations on AEP building issues pertaining to procurement

     

    - Work on special project as needed for Assistant and Associate Commissioner

    Preferred skills:

    - Knowledge of construction and experience with managing construction projects

     

    - Knowledge of NYC and NYS Housing Maintenance Code and Multiple Dwelling Laws (MDL)

     

    - Experience in managing a diverse work force

     

    - Proficient in Excel

     

    NOTE: The scope of responsibility for this position requires that the candidate be on call 24 hours a day, 7 days a week to respond to emergency conditions as they arise.

    Qualifications

    Graduation from an accredited college with a baccalaureate degree and three years of progressively responsible supervisory, administrative or consultative, experience in large-scale real estate management or maintenance operations, government-subsidized relocation activities or a related field. Graduate work in an appropriate field may be substituted for up to two years of the general experience required.
