    Position Summary

    The Program Manager will provide operational, fiscal, and administrative leadership for the North Carolina Central University (NCCU) component of the Duke–NCCU Clinical and Translational Science Award (CTSA) funded by the National Institutes of Health (NIH).

     

    This position supports and works closely with the Duke –NCCU Bridge Office, serving as the key point of coordination for CTSA-related activities at NCCU. The Program Manager will oversee day-to-day operations, manage budgets and reporting, track program milestones, and help develop new programming to expand NCCU’s clinical and translational science (CTS) capacity.

     

    The ideal candidate combines strong budget management, project management, and communication skills with the ability to align academic, operational, and community partners toward shared goals.

    Key Responsibilities

    Program Leadership & Coordination

    + Serve as NCCU’s primary coordinator for the Duke–NCCU Bridge Office and CTSA partnership.

    + Manage daily operations, timelines, and deliverables for NCCU’s CTSA portfolio.

    + Support the PI and co-Is in planning, implementation, and evaluation of NCCU’s CTSA activities.

    + Coordinate engagement across NCCU’s programs (such as RCMI, BBRI, BRITE, ORD, Rural Health Hub) to advance translational research.

    + Foster collaboration and communication between NCCU, Duke, and community partners.

    Budget & Financial Management

    + Oversee NIH and institutional budgets, invoicing, and expenditure tracking for CTSA-related activities.

    + Prepare financial reports, projections, and reconciliations in coordination with NCCU’s Office of Sponsored Research and Duke’s CTSA finance team.

    + Ensure compliance with NIH and institutional fiscal policies.

    + Manage subawards, contracts, and vendor relationships, ensuring timely processing and accountability.

    Project Management & Capacity Building

    + Implement project management tools (Smartsheet, Excel dashboards, Gantt charts) to track milestones and deliverables.

    + Support new programming at NCCU—such as seminars, training sessions, and pilot project coordination—to strengthen CTS capacity.

    + Assist with strategic planning and evaluation, using data and metrics to track NCCU’s CTS growth and impact.

    + Coordinate internal and cross-institutional meetings, workshops, and communications.

    Communication & Reporting

    + Serve as a central communication point between NCCU, Duke, and NIH partners.

    + Prepare high-quality reports, presentations, and updates for leadership and funders.

    + Support visibility of NCCU’s CTSA efforts through newsletters, web content, and outreach materials.

    + Maintain clear documentation of program activities, progress, and outcomes.

    Qualifications

    + Master’s degree required in biomedical, clinical, translational science, public health, business administration, or related field.

    + Minimum 5 years of experience in research administration, program management, or project coordination.

    + Proven experience managing NIH or other federal research budgets, invoicing, and expenditure tracking.

    + Strong project management and organizational skills, including familiarity with planning tools.

    + Excellent written and verbal communication and ability to work effectively with faculty, administrators, and partners.

    + Understanding of NIH grants administration, compliance, and reporting.

    Preferred Skills

    + Experience with multi-institutional or NIH-funded programs.

    + Familiarity with CTSA program goals, structure, and NIH translational priorities.

    + Proficiency in financial systems and project tracking tools (e.g., Cayuse, eRA Commons, ASSIST, Smartsheet).

    + Ability to translate strategic goals into operational plans and actionable outcomes.

    + Commitment to NCCU’s mission and community-engaged research approach.
