Summary The Recreation Therapist is associated with Pain Management and Rehab Services at the VA Northern Indiana Health Care System. In this role, the Recreation Therapist serves as a clinical practitioner, delivering comprehensive Therapeutic Recreation rehabilitation services to veterans. The therapist administers treatment interventions through a structured four-step process: assessment, planning, implementation, and evaluation of patient treatment services. Responsibilities Major duties include, but are not limited to: Clinical Functions Assessment: Assessment is used to collect systematic, comprehensive, and accurate data necessary to determine a course of action and to develop individualized treatment plans. This includes, but is not limited to, evaluation of functional skills and abilities within specific domains (i.e., cognitive, social, physical, and emotional). Standardized assessment tools are also used to evaluate placement in appropriate treatment interventions Treatment: Treatment planning is based upon assessment to treat and manage discrete and complex health care cases. Treatment planning includes: (1) Short-term, long-term and discharge plans that reflect the patient's or resident's functionality, lifestyle, interests, and values. Individualized treatment planning with measurable functional outcome goals described in behavioral terms. Specific treatment interventions as appropriate. Implementation: explaining the purpose and outcomes of the intervention/program and steps to be followed; conducting individual and/or group session(s), protocols, and/or programs; observing responses to intervention/ program; and documenting important data. Evaluation of Services Delivered: Evaluation of services delivered involves collection and review of systematic, comprehensive, and accurate data necessary to determine changes in functioning, effectiveness of a plan and/or program, and need for additional, alternative, or discharge of services. Such data includes, but is not limited to participation, behavioral observations, progress/regress, functioning level, intervention outcomes, accidents and incidents relating to risk, and measures of program effectiveness. Ability to adapt assessment tools and treatment interventions to address the complexity of the diagnosis or disabilities and demonstrate the clinical reasoning necessary to identify the need for further in-depth specific assessment of function and utilization of unconventional methods and techniques. Independently interpret provider referrals and consults; and apply all health and safety regulations to minimize and mitigate risks in the provision of patient care and the environment of care. Effectively communicating and educating, in a clear and concise manner, with patients, families, caregivers, and other health care professionals to facilitate the interdisciplinary treatment process. Independently utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care in areas such as but not limited to recommendations for recreation therapy assistive devices, including fit and function. Independently applying evidence-based and best practice therapeutic techniques and interventions. Provides ongoing documentation of the Veteran's progress in the Electronic Medical Record for all assessments, treatment plans and individual and group clinical interventions. Attends and is a contributing member of interdisciplinary treatment teams, huddles, and other meetings necessary to collaborate with Veterans and other treatment team members. May provide guidance and supervision of interns assigned to the program. Administrative Functions Supporting the mission, policies, and procedures of the Department of Veterans Affairs, the Veterans Health Administration (VHA), the appropriate Veterans Integrated Service Network (VISN), and the facility. Willing to serve on committees, work groups, and task forces at the facility as deemed appropriate by the supervisor or designee and/or the Chief of Social Work Services. Enter all Veteran contact, including with Veteran's stakeholders, in the electronic medical record using appropriate formats and templates. Information will be entered in a complete, confidential and professional manner. Establish and maintain positive working relationships with Veterans, VA employees and other stakeholders within the VA and the community. Attend all appropriate staff meetings. Provides assistance with the orientation and learning of less experienced recreation/creative arts therapists and may serve as a field instructor for students. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS. CITIZENSHIP. Citizen of the United States (U.S.). (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. § 7407(a)). EDUCATION. The following education requirements apply to the recreation therapist: (1) Recreation Therapist (a) A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC); Transcripts Required. OR, (b) A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived. Transcripts Required. CERTIFICATION. (1) Required Certification (a) Recreation Therapist. Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under paragraph 4b(1)(b), certification cannot be waived. If certified as CTRS, please provide a copy of certification as the time of application. (2) Exception. Non-registered and/or non-certified applicants, who otherwise meet the 5 eligibility requirements for registration and/or certification, may be given a temporary appointment as a graduate recreation or creative arts therapist, under the authority of 38 U.S.C. § 7405(c)(2)(B), for a period not to exceed two years. Applicants who fail to obtain registration and/or certification during this temporary full-time appointment may be terminated. The exception only applies to positions at the GS-7 and GS-9 level. For grade levels at or above the full performance level, the candidate must be registered and/or certified. (3) Failure to Obtain Registration/Certification. In all cases, recreation and creative arts therapists must actively pursue meeting registration and/or certification requirements, starting from the date of appointment. At the time of appointment, the supervisor will provide the unregistered and/or uncertified recreation or creative arts therapist with the written requirement to obtain registration/certification, the date by which the registration and/or certification must be acquired, and the consequences for not becoming registered and/or certified by the deadline. Failure to become registered and/or certified within two years from the date of appointment will result in removal from the GS-0638 recreation and creative arts therapist occupation, and may result in termination of employment. (4) Loss of Credential. A recreation or creative arts therapist who fails to maintain the required registration and/or certification must be removed from the occupation, which may also result in termination of employment. ENGLISH LANGUAGE PROFICIENCY: Must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f). PHYSICAL REQUIREMENTS. See VA Directive and Handbook 5019. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Creditable Experience Knowledge of Current Professional Recreation Therapy Practices: To be creditable, the experience must have required the use of knowledge, skills, and abilities (also referred to as "clinical competencies") associated with current professional recreation therapy practices. Evidence of such experience includes private practice, U.S. military services, local/state/federal government organizations, for profit/non-profit organizations, healthcare, or educational facilities. GRADE REQUIREMENTS. A. Creditable Experience 1. Knowledge of Current Professional Recreation Therapy or Creative Arts Therapy Practices. To be creditable, the experience must have required the use of knowledge, skills, and abilities (also referred to as "clinical competencies") associated with current professional recreation or creative arts therapy practices. Evidence of such experience includes private practice, U.S. military services, local/state/federal government organizations, for profit/non- profit organizations, health care, or educational facilities. 2. Quality of Experience. Qualifying experience must be at a level comparable to the next lower grade level. Experience satisfying this requirement must be active professional practice, which may be paid or non-paid employment as a recreation or creative arts therapist. B. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. C. Recreation Therapist Recreation Therapist, GS-7 Experience/Education. None beyond the basic requirements. Recreation Therapist, GS-9 Experience/Education. Experience/Education. At least one year of creditable experience at the next lower grade level (GS7), OR A master's degree in recreation therapy may be substituted for the required one year of professional recreation therapist experience. TRANSCRIPTS REQUIRED. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of assessment tools and treatment for the diagnosis or disability of the patient. Knowledge to interpret and apply all health and safety regulations, to minimize and mitigate risks in the provisions of patient care, and environmental maintenance. Ability to effectively communicate and educate patients, families, caregivers, and other health care professionals to facilitate the treatment process. Knowledge to apply evidence-based and best practice therapeutic techniques and interventions. Recreation Therapist, GS-11 Experience. At least one year of creditable experience at the next lower grade level (GS9). Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to adapt assessment tools and treatment interventions to address the complexity of the diagnosis or disabilities and demonstrate the clinical reasoning necessary to identify the need for further in-depth specific assessment of function and utilization of unconventional methods and techniques Knowledge to independently interpret provider referrals and consults; and apply all health and safety regulations to minimize and mitigate risks in the provision of patient care and the environment of care. Skill in effectively communicating and educating, in a clear and concise manner, with patients, families, caregivers, and other health care professionals to facilitate the interdisciplinary treatment process. Skill in independently utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care in areas such as, but not limited to recommendations for recreation therapy assistive devices, including fit and function. Skill in independently applying evidence-based and best practice therapeutic techniques and interventions. Knowledge of the principles and techniques in recreation therapy assessment and the treatment of recreation, leisure, and biopsychosocial functional deficits.
