Summary As a Supervisory Social Worker, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the social work staff within their assigned areas. The incumbent will assure the social work staff whom they supervise are aware of and adhere to all current directives of VHA, and meets current JCAHO standards, and VA-OIG expectations. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the units. Incumbent performs administrative and program coordination with multi-objective programs consisting of treatment, training and education, ensuring that services are provided in a timely, comprehensive and coordinated manner. The incumbent will be administratively responsible for specific programs assigned to Primary Care Social Work at Minneapolis and at the CBOCs to ensure program compliance to national and local guidelines and directives. The incumbent will provide ongoing comprehensive psychosocial services to veterans and their families who have complex medical or psychiatric problems. Incumbent ensures that programs provide integrated and highly coordinated services (resource information, linkages, consultative, crisis intervention, discharge planning, etc). Exercises supervisory and managerial authorities, provides administrative and technical supervision necessary for accomplishing the work and/or the staff of Primary Care Social Work. The incumbent provides clinical supervision to staff to meet state requirements for social work licensure and to assist them in the day to day operations of the position. The incumbent will carry a remote clinical caseload as assigned. Clinical social worker services rendered to patients and families, provides consultation to other services and to the community; education to patients, families and hospital staff on a wide range of topics. In the inpatient and outpatient setting, the primary care social worker is a member of an interdisciplinary team, facilitates discharge planning, and completes psychosocial assessments to identify patient's needs and referral to appropriate VA and community resources, and case management services. Incumbent supervises employees to accomplish the work of the organization units. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. The incumbent performs work related to the review, monitoring, analysis, planning and assessment within program areas in Primary Care. The incumbent is responsible for key project activities related to the planning, development, and implementation of the project component. They will manage the quality control and evaluation of the professional services provided and devise methods of obtaining data and evaluates data to determine the effectiveness of treatment. Incumbent identifies consistent qualities of successful treatment and of failed treatment. The incumbent in this position is the direct clinical supervisor for Masters prepared social workers, requiring knowledge of a multiplicity of therapeutic interventions that are used with a wide variety of patients, i.e. medicine, surgery, critical care, mental health and substance abuse. As a supervisor, the incumbent must have a vast knowledge of the types of interventions and community resources. The incumbent will identify gaps in service delivery and unmet psychosocial needs and participate with VA and community agencies to develop resources. Work Schedule: 08:00 to 16:30; Monday through Friday Recruitment Incentive (Sign-on Bonus): Not Authorized Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must possess a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in written and spoken English to be appointed. Grade Determinations: GS-12 Supervisory Social Worker Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs (document with written demonstration of KSAs must be included with application, see required documents section): (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
