    POSITION SUMMARY

    Under general supervision performs work of moderate difficulty in sampling, analytical and inspection duties relative to the control of air, water, wastewater, land and noise pollution, and compliance with air, water, noise and hazardous waste and pretreatment regulations; performs related work as required.

    ESSENTIAL JOB FUNCTIONS

    + Inspects industrial concerns and ascertains conformance to environmental rules, regulations and permit terms and conditions.

    + Personally tours commercial and industrial facilities and observes problem areas.

    + Discuss survey results with plant management personnel.

    + Determines code violations through research, sampling and inspection activities and negotiates control actions with violators.

    + Prepares enforcement cases of moderate difficulty, drafts related paperwork and initiates appropriate court actions.

    + Evaluates and processes various routine applications and reports.

    + Handles citizen complaints regarding pollution.

    + Investigates environmental threats.

    + Solicits required permit applications and reports from source owners.

    + Obtains evidence or assists in obtaining evidence to substantiate legal actions.

    + Samples and analyzes various operations in terms of waste discharge, smoke stack emissions and other materials related to various environmental activities.

    + Utilizes and calibrates specialized instruments such as DO meters, PH meters, conductivity meters, ground sampling instruments, noise meters, specific chemical meters, etc.

    + Performs research activities relative to determining potential hazards of materials utilized in or disposed by industrial processes.

    + Prepares correspondence, reports and studies relating to air, water, waste and noise pollution control.

    + Maintains close liaison with industrial firms and provides information relative to the availability of new pollution control techniques.

    + Responds to public information requests.

    + Participates in or personally accomplishes special projects and assignments.

    + Assists in the development of and compliance with safety policies for the department.

    + Assists with safety training for city employees as requested.

    + Assists city divisions in monitoring compliance with environmental regulations.

    + Performs and/or reviews Phase I environmental assessments for city divisions as requested.

    + May provide work direction to lower level personnel.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:

    + Laws, rules and regulations pertaining to air, water, land and noise pollution

    + Various types of equipment and techniques used to reduce pollution

    + Chemistry, physics, mathematics and engineering principles

    + Occupational hazards and safety precautions of the work

    Skill in:

    + Discussing pollution problems and control requirements with industrial personnel and the general public

    + Enforcing regulations and firmness and tact

    + The use of standard instruments and pollution testing devices

    + Reading smoke emissions

    + Public speaking

    + Maintaining records and preparing reports

    Ability to:

    + Establish and maintain effective working relationships with the public and other employees

    REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS

    + Graduation from an accredited college or university with a Bachelor’s Degree in Engineering or in the biological, chemical, environmental or physical sciences or closely related area

    Additional or Special Requirements:

    + Environmental Services is an essential operation. Must be willing to work overtime (required to join the overtime emergency response list which requires 24 hour availability over a seven (7) day period including nights, weekends and holidays during specified periods)

    + Must possess a valid driver’s license

    + Must be physically able to perform required duties related to inspections and tests, and to wear appropriate safety equipment

    In this position, the employee will frequently stand. This employee will occasionally walk, sit, stand, lift, push, pull, drag and/or carry up to 15 pounds. The employee will constantly walk-in all-weather conditions. Occasional stooping and crouching may occur with this position. Speaking and listening are constant essential functions of this position.

    Health Insurance

     

    The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

     

    Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

     

    Group Life Insurance

     

    City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

     

    Ohio Public Employees Retirement Plan

     

    The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

     

    OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

    Deferred Compensation & 401(K)

     

    The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

     

    Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

    401(k)

     

    The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

     

    Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

     

    Roth 401(k)

     

    The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

     

    Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
