Description
POSITION SUMMARY:
Under supervision performs work of considerable difficulty in planning, coordinating, directing and supervising waste disposal operations and personnel; Creates and implements policy and procedures governing landfill safety, operations, equipment and compliance; Performs related duties as required.
ESSENTIAL JOB FUNCTIONS:
+ Responsible for overseeing consistent daily landfill operations under the rules and regulations stipulated in the appropriate permit application
+ Provides daily direction and supervision to operators, drivers, scale attendant, and/or general laborers, for safe and efficient operations of the landfill and yard maintenance
+ Works closely with the landfill engineer to implement engineering plans and fill sequencing plans to ensure compaction goals are met and the landfill is operated in a manner that is in compliance with the applicable permit, rules and regulations
+ Coordinates and oversees completion of construction activities related to landfill operations including daily excavation, disposal areas, and haul roads
+ Interacts with landfill customers and residents to ensure safe and compliant waste disposal in accordance with the permit and Toledo Municipal Code
+ Completes, documents, and maintains files for daily site inspections and operations on appropriate forms
+ Oversees maintenance and repair of landfill equipment and recommends the purchase of new equipment when needed
+ Supports development of the annual budget, determines need and recommends the purchase of equipment, parts and supplies, interacts with vendors to obtain costs and availability of services
+ Hears employee complaints and grievances and adjusts and/or recommends disposition of the same
+ Initiates counseling and disciplinary actions as needed, and suspends employees for major infractions pending disciplinary hearings
+ Investigates accidents and completes accident and incident reports and other related documentation
+ Reviews operating policies and procedures and recommends changes as needed
+ Participates in hiring and conducts performance evaluations on subordinate personnel when required
+ Reviews and approves vacation and time off requests for subordinate personnel if appropriate
+ Develops, coordinates and/or initiates training programs and provides instruction to ensure that employees are able to efficiently and safely perform their designated tasks.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
+ Bargaining unit agreements governing divisional personnel
+ Leadership and supervisory techniques
+ Occupational hazards and proper safety precautions
+ Local, state and federal regulations governing solid waste disposal operations
+ Record keeping procedures. Good knowledge of local, state and federal regulations governing solid waste disposal operations
+ Methods and techniques relative to landfill operations and solid waste disposal
+ Equipment, materials and supplies used in solid waste disposal operations.
+ Heavy equipment operation, maintenance and upkeep
Skill in:
+ Planning, prioritizing activities and supervising subordinate personnel
+ Oral, written and electronic communications, public relations and interactions
+ Maintaining effective working relationships with others
+ Analyzing problems and enacting solutions while keeping Management informed;
+ Basic computer and Microsoft Office Suite (Word, Excel, etc.)
Ability to:
+ Plan, organize, and direct solid waste daily disposal operations.
+ Direct and assist employees with questions related to the maintenance and equipment needs
+ Analyze problems and determine appropriate solutions.
+ Understand basic engineering principles.
+ Understand and interpret basic engineering/construction maps and data.
+ Work select minor holidays, and some weekends, to meet the refuse collection schedule for proper waste management.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
+ Graduation from high school or General Educational Development (GED) Tests equivalency and a minimum of five (5) years of experience in landfill operations, of which two (2) years must have been at a supervisory level.
+ An Associate’s Degree in Applied Engineering Technology, Engineering Technology Construction Management or similar field may be substituted for two (2) years of non-supervisory experience.
PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:
+ An Associate’s and/or Bachelor’s degree in Applied Engineering, Engineering Technology, Construction Management or similar field is preferred.
+ Documented Solid Waste Association of North America (SWANA) certification and/or training or similar.
+ Must possess a valid State of Ohio driver’s license
PHYSICAL DEMANDS:
The physical demands described within this job description must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
In this position, the employee will occasionally stand, walk and frequently sit. The employee will occasionally pull, lift, carry, climb and push up to 50 pounds. The employee will frequently write and type, using City approved software programs. Speaking and listening are constant essential functions of this position. This position will occasionally require the employee to drive a personal and company owned vehicle.
WORK ENVIRONMENT:

The employee will work both indoors and outdoors with occasional exposure to extreme weather conditions. Continuous travel around the facility will be required and the employee will be required to drive a company vehicle. The noise level in the work environment is moderate. The employee will be exposed to fumes/odors and dust. Personal protective equipment is required.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)
The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).
Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
