Responsibilities This position supports Enterprise Service Areas within DLA Information Operations to lead/implement the J6 Digital Strategy Responsible for providing insightful analysis, developing strategic documents and briefings, managing workflow, and working to ensure efficient and effective operations. Develops, delivers and sustains war winning combat support IT solutions for DLA/DoD enterprises. Researches and interprets, federal laws, regulations, policies and procedures Responsible for performing a variety of work that supports the organization Identifies alternative approaches and coordinates results across the organization both internally and externally Develops and implements processes for periodic updates of action plans Evaluates the effectiveness of short/long-range planning and various initiatives designed to meet organization goals Leads Integrated Project Teams/Working groups to identify and implement recommendations to improve overall functions, operations, and performance. Executes complex projects with precision and close attention to detail Provides authoritative solutions to complex issues and problems Develops alternative courses of action to accommodate management needs and considerations Oversees and conducts management studies for existing and / or new capability requirements Researches, explores and develops enterprise initiatives supporting DLA and DoD priorities Responsible for coordinating a variety of stakeholder issues in support of the organization with the principal goal of providing end-to-end process view of the desired programmatic solution Prepare briefing materials including presentations, talking points, and background papers for meetings with senior leaders, stakeholders, and external partners Maintain a strong understanding of DLA's strategic priorities, organizational structure, and key initiatives Identify areas for improvement in the operations and processes Develop and implement solutions to improve efficiency, effectiveness, and quality Stay abreast of best practices in strategic planning, project management, and organizational development. Requirements Conditions of Employment Qualifications Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Administers wide range of reinvention / reengineering programs while using methodologies, principles, procedures and evaluative techniques. - Formulates and conducts studies and analyses; provides draft recommendations on issues having impact on all areas of metric, evaluation and auditing. - Carry out projects while exercising independent action and delivering within established guidelines with wide latitude in the application of initiative and professional judgement in managing project completion. - Prepares long-and short-range plans in accordance with broad agency program policies and objectives. - Performs continuous appraisal of the utilization of resources in accomplishing program objectives and goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
