The Director of Apprenticeships is responsible for providing strategic leadership and oversight of the TCSG Apprenticeship Team, including executing long-term goals and vision, setting staff apprenticeship priorities, and identifying and developing key partnerships. This position reports to the Executive Director of Business Engagement at the Office of Workforce Development (OWD). In collaboration with the Executive Director, the Director will establish and guide the strategic vision for apprenticeship expansion across the state, including supporting the State’s efforts to become a State Apprenticeship Agency (SAA).
RESPONSIBILITIES
Strategic Direction & Apprenticeship System Implementation
The Director is responsible for leading the statewide strategic vision for expanding and strengthening registered apprenticeship programs across Georgia.
• Oversee the execution of the State Apprenticeship Plan, ensuring alignment with WIOA, USDOL priorities, state workforce priorities and initiatives, and strategic goals of TCSG.
• Direct Georgia’s transition toward State Apprenticeship Agency (SAA) status, including supporting the development of governance structures, policies, and stakeholder processes.
• Evaluate the statewide apprenticeship ecosystem and recommend continuous improvement measures to TCSG and OWD leadership.
• Represent Georgia’s apprenticeship efforts in national, state, and regional forums, articulating the state’s apprenticeship vision and progress.
Policy and Funding Development & Implementation
The Director is responsible for ideating, developing, and implementing apprenticeship-related policies and funding strategies, including federal grants and state appropriations. Key duties include:
• Developing and implementing apprenticeship-related policies, guidance, and internal operating procedures.
• Ensuring compliance with specific grant and regulatory requirements in the delivery of services and related activities.
• Overseeing system-wide adherence to federal workforce development and apprenticeship laws and regulations.
• Leading the creation of resources and training materials for internal and external stakeholders (e.g., technical colleges).
Grant Management Oversight
The Director oversees grant management activities to ensure compliance with federal and state funding requirements. Responsibilities include:
• Leading the development and submission of applications for federal and state grant funds.
• Ensuring the proper allocation and utilization of grant funding for apprenticeship programs.
• Overseeing the monitoring of program performance and reporting on grant-related outcomes.
Project & Team Management
The Director provides leadership for the apprenticeship team by managing activities, projects, and overall team performance. Responsibilities include:
• Overseeing day-to-day activities and projects of the Apprenticeship Team, including managers and coordinators.
• Ensuring the successful execution of activities and projects that support the state apprenticeship plan and grants.
• Creating professional development plans and delivering performance evaluations for team members to ensure continuous growth and staff improvement.
Stakeholder Management & Board Support
As the primary point of contact for apprenticeship-related matters, the Director represents TCSG & OWD in engagements with the U.S. Department of Labor, state agencies, and technical colleges. Key duties include:
• Building and maintaining partnerships with state agencies, colleges, and businesses.
• Serving as the primary liaison to the Apprenticeship Committee of the State Workforce Development Board.
• Presenting at board and council meetings.
• Coordinating and participating in stakeholder engagement activities.
• Maintaining strong working relationships with internal and external stakeholders.
Supporting OWD Leadership
The Director plays a key advisory and operational role in supporting the strategic vision of Georgia’s apprenticeship initiatives. Responsibilities include:
• Advising TCSG and OWD leadership on the strategic direction of apprenticeship efforts.
• Managing MOUs and other agreements with internal and external partners.
• Drafting and approving written deliverables, such as letters, memorandums, and presentations, for TCSG and OWD leadership.
• Other duties as assigned
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in a related field *and* Five (5) years of Supervisory and management experience.
PREFERRED QUALIFICATIONS
• Experience in development and implementation of registered apprenticeship programs, work-based learning programs, and/or employer-driven training programs.
• Experience with public speaking, strategic plan development, and stakeholder engagement.
• Knowledge of federal and state public policies (laws, regulations, and guidance) around workforce development, education, and/or registered apprenticeships.
• Experience managing multifaceted teams and implementing professional development plans and strategies for team members.
• Experience in all facets of federal grant management, including fiscal processes, programmatic development, and reporting.
• Experience in managing state funds and programs in the State of Georgia, including budgeting and reporting.
