    _Northrop Grumman Mission Systems (NGMS) is seeking a_ **_Subcontract Manager 1_** _to support the Naval and Oceanic Systems (NOS) Business Unit (BU). This position is located in Charlottesville, VA._

     

    • **_Role Overview_**

     

    _Lead and grow a high performing team of 4–5 Subcontracts Administrators and Buyers. Manage the full subcontract lifecycle for the Maritime Systems & Integration and Strategic Programs operating units of the Naval and Oceanic Systems (NOS) business unit. Ensure priorities align with business objectives, maintain strong program team engagement, and communicate status to NGMS and GSC stakeholders._

     

    _The most pivotal program out of the Charlottesville facility is the Offshore Patrol Cutter, Stage 2 Program (OPC 2), which hinges on a tightly coordinated supply chain, complex systems integration, and adherence to rigorous defense‑industry standards. Charlottesville’s Manager of Subcontracts 1 will lead the buying/subcontracts team in supporting delivery of supplies for all critical materials central to the cutter’s maneuvering and endurance capabilities._

     

    _Charlottesville’s Manager of Subcontracts 1 is the nexus of accountability that keeps OPC2’s subcontracting activities coherent, compliant, and on‑track. Their leadership supports the program’s ability to deliver a fleet‑ready mobile OPC on time, within budget, and to the high‑level performance standards required by the customer._

    _Key Responsibilities_

    + _Leadership & Development –Mentor, coach, and assign workloads to drive timely execution of daily requirements._

    + _Program Integration – Build effective relationships with functional teams; translate program needs into clear procurement actions._

    + _Strategic Procurement – Design and negotiate long term agreements, sourcing partnerships, and continuous improvement initiatives that enhance efficiency and compliance._

    + _Policy & Process – Contribute to the evolution of agile, efficient, and compliant GSC policies and procedures._

    + _Compliance – Ensures compliance with all regulatory and public law requirements as well as company (and business) policies and procedures including import/export regulations._

    _Essential Qualifications_

    + _Contracting Expertise – Deep knowledge of Department of War (DoW) and non-DoW contracting terms and conditions, compliance, and lifecycle processes._

    + _Leadership & Communication – Proven ability to lead a diverse team, articulate strategies orally and in writing, and negotiate effectively._

    + _Strategic Thinking – Experience in developing subcontracting strategies that align with business and program goals._

    + _Stakeholder Management – Track record of engaging cross functional teams and communicating status to senior stakeholders._

    _Other Responsibilities Include but Not Limited To:_

    + _Lead, mentor, coach, guide, motivate, challenge, train, and support team of 4-5 subcontract administrators and buyers._

    + _Review/status proposal and active subcontract requirements and ensure those meet customer requirements._

    + _Development of negotiation strategies and plans._

    + _Review and approval of purchase order compliance._

    + _Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment._

    + _Support of proposal activities. Prepares bid packages, conducts bidder’s conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts._

    + _Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Overriding Agreements, etc.)._

    + _Communication within GSC, Division, Program and business areas of procurement status and issues._

    + _Support leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functionals._

    _Basic Qualifications:_

    + _Bachelor's degree with a minimum of 5 years of experience working with supply chain, procurement, and/or subcontracts, or a Master’s degree with a minimum of 3 years of experience working with supply chain, procurement, and/or subcontracts_

    + _Experience with the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received_

    + _Experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments)._

    + _Experience with SAP or related business application software._

    + _Work experience with U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures_

    + _People leadership experience of 2+ years as a team lead or manager_

    + _Must be able to obtain and maintain a Secret Clearance_

    + _US Citizenship_

    _Preferred Qualifications:_

    + _Master’s Degree in Business, Global Supply Chain or Project Management_

    + _Experience working on high dollar development Subcontracts (i.e. $25M Cost Reimbursable)_

    + _Experience conducting oral presentations to senior leadership_

    + _Internal Northrop Grumman Subcontracts experience_

    + _6 years of DoD (DoW) Subcontract Management Experience_

    + _Knowledge of Earned Value Management System (EVMS)_

    + _Experience managing suppliers or subcontractors with various program management techniques and tools, e.g., EVMS, IMS, RTGs, etc._

    + _Previous CAM Experience or Training_

    + _Risk mitigation experience_

    + _Negotiating experience with contracts in excess of $25 million_

    + _Change Management experience_

     

    Primary Level Salary Range: $104,500.00 - $156,700.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
