    MINIMUM REQUIREMENTS:

    A bachelor’s degree from an accredited college or universityandfive (5) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

    A bachelor’s degree from an accredited college or university with a major in one of the computer sciences or management information systemsandfour (4) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

    A master’s degree from an accredited college or university in one of the computer sciences or management information systemsandthree (3) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

    A doctorate from an accredited college or university in one of the computer sciences or management information systemsandtwo (2) years of supervisory experience in data processing (excluding data entry);or

     

    Completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry)andsix (6) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity.

     

    Experience in data processing (excluding data entry) can substitute on a year-for-year basis for the required college.

    JOB DUTIES:

    Incumbent serves as the Division’s Information Officer. Directs and coordinates development of information systems according to the department’s Information Systems Development Methodology. Assists in coordinating hardware/software purchases and installations associated with division program projects. Participates as a member of the Information Technology Resources (ITR) operational steering committee. Serves as Division Information Security Administrator and performs as outlined in AP&P 8-1.

     

    Supervises development staff. Assigns and reviews work of staff. Conducts performance evaluations in a timely manner. Maintains attendance and leave records.

     

    Coordinates the development and modification of division program application and programming standards, including, but not limited to, project development methodology, data administration objectives, object naming conventions, end-user interface (screens, forms, reports, etc.), standards, on-line and written documentation standards.

     

    Assists in definition of requirements regarding software/hardware purchases and consults with vendors to determine applicability. Coordinates the purchasing process for division program applications development hardware/software purchases with ITR operational steering committee.

     

    Responsible for reviewing and analyzing a significant number of legislative bills each Legislative Session and developing Legislation Action Plans for implementation when bill passes.

     

    Plans and coordinates division program staff development. Investigates training opportunities. Plans training schedules based on staff needs and purpose. Coordinates informal in-house information exchanges via training sessions, meetings, selected readings.

     

    Responsible for setting goals, developing action plans for implementing those goals and managing relevant staff to accomplish them.

     

    Assists in the development and implementation of the department’s strategic planning and budgeting processes.

     

    Performs other related work as requested by supervisor.

     

    Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    + Knowledge of programming languages and technologies such as C#, .NET Core, JavaScript, PL/SQL, T-SQL, Oracle APEX, UNIX shell scripting.

    + Knowledge of middleware technologies such as Oracle Fusion Middleware.

    + Skilled in analytical and problem-solving techniques.

    + Ability to understand how different parts of a system interact, and being able to identify root causes, interdependencies, and change impacts.

    + Ability to Bridge between technology and business, with a firm grasp of business processes and data.

    + Knowledge to bear on alignment between technology and business needs.
