Job Description
This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.
The Department of Management (DOM), Division of Budget is seeking anEnterprise Fiscal Analystto join our team!
This position will play a key role in shaping the financial direction of state programs by conducting advanced financial and management analysis, ensuring compliance with budget policies, and supporting strategic decision-making at the highest levels of state government.
What You Will Do
+ Provide technical assistance to assigned agencies on budget formulation, program operations, and appropriations control.
+ Analyze departmental budget requests to ensure compliance with state policies and mandates.
+ Gather and evaluate supplemental budget data to support informed decision-making.
+ Ensure timely and accurate completion of department budget requests and their integration into the state accounting system.
+ Calculate salary distributions and assess the accuracy of financial projections.
+ Conduct budget and management studies, including surveys of methods and procedures, and prepare comprehensive reports with actionable recommendations.
+ Refine budget recommendations to align with the Governor’s priorities and ensure their inclusion in official budget documents.
+ Assist in the development of key budget publications, including the Budget-in-Brief and the Big Budget Book.
+ Monitor departmental spending to ensure alignment with enacted budgets and assist with the implementation of budget and policy legislation.
+ Review and evaluate funding and allotment requests, recommending approval, modification, or disallowance.
+ Analyze proposed legislation and policy changes, preparing fiscal notes and financial estimates to assess impact.

+ Experience in public budgeting, financial analysis, or a related field.
+ Excellent written and verbal communication skills, including the ability to prepare clear and concise reports.
+ Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
+ A collaborative mindset and the ability to work effectively with internal and external stakeholders.
+ Familiarity with state government operations, budget systems, and legislative processes is a plus.

Working Arrangement
This position requires onsite work in Des Moines, IA each week. Employees meetingallexpectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Background Check Requirements
+ After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).
+ Information gathered as part of such background investigation will be treated as confidential to the extent permitted by Iowa Code section 22.7, 8B.4A, and other applicable laws, rules, and regulations; provided that, to the extent permitted by applicable law, such information shall be available to candidates upon request.
Selectives
058 Budgeting:
6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work.
2) All of the following (a, b, and c):
a. One year of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in public or business administration, law, economics, finance, or accounting equals one year of full-time experience.
