    Description of Work Unit

    Facilities Management Sustainability and Energy Management will provide direction and leadership in campus-wide sustainability efforts, including achieving CSU’s plan to be carbon neutral by the year 2040. This position is responsible for coordinating energy, water, and resource efficiency and conservation programs, development and implementation of renewable electricity projects and a variety of other FM and university-level initiatives to advance sustainability at CSU .

    Position Summary

    This position will report to the Facilities Management Associate Vice President of Capital Planning and Programming, with daily coordination with the various FM directors. In addition, this position may serve on the President’s Sustainability Commission ( PSC ).

    Required Job Qualifications

    + Bachelor’s Degree

    + 10 or more years of experience in one or more of the following areas: energy and water efficiency, conservation, renewable electricity, green buildings, sustainability initiative reporting/ benchmarking/communications, or sustainability project management.

    Preferred Job Qualifications

    + Master’s degree in a related field

    + LEED AP or LEED Green Associate certification

    + International Society of Sustainability Professionals SEA or SEP certification

    + Demonstrated experience in managing facilities and infrastructure sustainability programs at an institution of higher education or similar campus-type environment.

    Essential Duties

    Job Duty CategoryEnergy and Water Efficiency and Conservation

    Duty/Responsibility

    + Manage the Energy Reserve Fund ( ERF ) and corresponding accounts – the ERF is a revolving fund to support energy & water efficiency projects on campus. The magnitude of this fund ranges from $800,000 to $1,200,000 annually. Work with other Facilities team members to identify and implement these projects. While the team helps assemble the list, ultimate decision making on the make-up of the projects to pursue is inherent to this position.

    + Work with the retro commissioning Engineer and other FM staff to identify opportunities in buildings to improve their energy performance. Help line up funding for projects identified by retro commissioning audits.

    + Coordinate with utility companies to take advantage of rebates and other incentives available for efficiency projects.

    + Pursue opportunities for grants and matching funds for efficiency projects.

    + Work with other University staff to investigate new technologies that will best provide and maintain efficient, comfortable, and safe environmental conditions.

    + Develop or oversee education and engagement programs for resource conservation (i.e.: CSU Green Labs, other employee-facing behavioral-based conservation efforts)

    Duty/Responsibility

    + Work with other University staff to identify renewable electricity opportunities and work to implement. This position is ultimately responsible for renewable projects that are forwarded to Administration for final approval.

    + Study financing techniques used by the renewable industry in order to find the best solutions for renewables for CSU .

    + Pursue opportunities for rebates, grants and matching funds for renewable electricity projects.

    Job Duty CategorySustainability Initiatives & Reporting, Benchmarking, and Communications

    Duty/Responsibility

    + Lead efforts to integrate sustainability best practices across and throughout FM units and university-wide where appropriate.

    + Represent the Sustainability and Energy Management group on the President’s Sustainability Committee ( PSC ). The PSC is a committee representing all aspects of the campus community (employees & students). The PSC helps promote sustainability on campus and helps coordinate sustainability reporting and communications.

    + Greenhouse Gas Inventory – coordinate a team of University staff to calculate the University’s annual greenhouse gas inventory. Understand technical aspects of the inventory.

    + Carbon Commitment (formerly known as the American College and University Presidents Climate Commitment ( ACUPCC )). Work with other University staff to implement the requirements of this commitment signed in June 2008. This includes the annual comprehensive greenhouse gas inventory and a Climate Action Plan.

    + Climate Action Plan ( CAP ) – work with other University staff and the PSC to update this document every 3 years. The CAP provides the framework for the university to achieve its carbon neutrality goals.

    + Sustainability Tracking Assessment and Rating Systems ( STARS ) – work with other University staff to provide updates every 2 to 3 years as needed to maintain ratings. STARS is administered by AASHE (Association for the Advancement of Sustainability in Higher Education).

    + Provide or delegate necessary sustainability reporting and benchmarking, including but not limited to: building energy use disclosure (to Building Performance Colorado, Energize Denver, and City of Fort Collins), DOE Better Climate Challenge, EPA Green Power Partnership, CDPHE Green Business Network, required air emissions regulatory reporting to CDPHE and EPA , and the Nitrogen Footprint.

    + Work with MarCom & other University staff to publicize information relating to energy efficiency, conservation, renewables, and other sustainability efforts at the University. Oversee updates to relevant sustainability and energy management FM website pages

    Job Duty CategoryGreen Buildings and Building Performance

    Duty/Responsibility

    + Work with the retro commissioning engineer to assist design teams and project managers to help ensure new and to-be-revitalized campus buildings are constructed to the highest energy and sustainability performance standards, achieving optimal energy, water, and resource efficiency and maximum life-cycle benefits.

    + Help project teams and other Facilities staff vet technologies being considered for new buildings and remodel projects.

    + Facilitate utility rebates (when available) for new construction & remodel projects.

    + Coordinate involvement of the retro commissioning engineer in plan reviews, walk-throughs, and warranty period assurance

    + Coordinate efforts of the RCx Engineer (and RCx team), and assist to prioritize efforts of team

    + Supervise the Sustainability Project Manager

    + Work with the Sustainability Project Manager & student intern to implement conservation and education programs on campus.

    + Serve on campus committees and task forces as the sustainability champion – both within the University and for outside agencies or entities, as a representative of CSU sustainability.

    + Review legislation upon request of CSU System, OGC , or university lobbyists.

    + Lead or assist in the development of university policy that advances and supports sustainability best practices.

    + CSU Building Construction Standards – Assist with review and update of construction standards for both utilities and buildings. As required, ensure that new sustainable and efficient technologies are incorporated into these standards.

    + Special projects as required.
