Responsibilities You will serve as a Human Resources Management Specialist, performing duties in support of the Naval Sea Systems Command (NAVSEA) Human Resources Office. You will advise management on recruitment strategies, sources, special programs, recruitment, relocation and retention incentive programs. You will provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria in support of recruitment and placement processes. You will conduct briefings and/or informational sessions for managers or the workforce on human resource related topics to foster understanding and acceptance of new and/or revised HR regulations, policies and practices. You will manage staffing and recruitment data and requirements to ensure hiring goals are achieved in accordance with applicable governmental guidance and objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector providing advisory services on human resources functions (e.g. recruitment and placement, employee relations, or human resources development) for an organization to ensure compliance with federal laws or regulations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband level encompasses positions equivalent to GS-12 and GS-13. This position has a control point; thus, the salary range may be capped at GS-13, Step 05, which is equivalent to $136,658. If you're current salary is above this amount, your salary may be matched. This announcement uses the Direct Hire Authority (DHA) for Acquisition Demo (AcqDemo) Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
