SUMMARY OF POSITION:
This Director of Corporate Security for Penn State Health is responsible for leading the continuous security effort to provide for the protection of the lives, well-being, and property of the patients, students, visitors and employees at Penn State Health. The Health System, comprised of five operational hospital campuses, and the Academic and Community Medical Practice groups that are distributed throughout southeastern Pennsylvania. The Director reports directly to the Senior Vice President and Chief Human Resources Officer for Penn State Health.
The Director of Security for Penn State Health is responsible to establish system-wide security policies and work with the Security Directors and Managers at the hospitals to ensure that consistent policies, training and staff performance expectations are consistent throughout the System.
The Director of Corporate Security is responsible for developing and implementing a security and training program for all outpatient locations. These locations do not have onsite security and there is a need to ensure that the staff receives the appropriate training and support to increase security at that location.
The Director of Corporate Security is responsible for developing relationships with federal and local law enforcement to ensure that Penn State Health receives the appropriate information regarding threats against Penn State Health or their employees. The Director should have an active membership in the Department of Justice, Federal Bureau of Investigation, Infragard program or be able to obtain membership within twelve months of hire or transfer to role.
With the goal of eventual technology standardization throughout the System, the Director is responsible for establishing security technology standards for inpatient and outpatient facilities and working with each to ensure they are implemented appropriately during construction and renovation. The Director is responsible for the direction and strategic planning of the security technology functions including, but not limited to identification badging, access control modalities, badge readers, camera surveillance, duress alarms, radiologic source protections, infant protection systems, visitor management systems and alarms at all locations. While standardization is an aspirational goal, the Director is the responsible individual to collaborate with the individual entity Security Directors and Managers in support of this system goal.
The Director of Corporate Security is responsible for gathering, collating and reporting any mandated statistics for Penn State University Clery requirements, Uniform Crime Reports (UCR) and Penn State University Risk Management. Using the data, the Director will provide input at the System level of security and safety related trends at one of more locations.
**ESSENTIAL DUTIES:** The percentage of time spent performing essential functions is 95%. Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:
+ Provides the organizational vision and leads the overall Security Department physical security and access control/camera surveillance daily operations as well as oversees the parking program.
+ Oversees the administration and maintenance of the electronic security records management system to include ensuring the timely reporting and dissemination of security activities, and incidents, collection of statistics for reporting to leadership and reporting to federal and state regulatory and law enforcement authorities. This task involves collecting accurate security reports, statistical data and information, creating charts and graphs, and providing the same to Risk Management, PSU Risk Management, Safety, Legal, Senior Executives, Patient Relations, Patient Safety, Workplace Violence Committee, Behavioral De-escalation Response Team, and others needing information. Statistical data is collected for Pennsylvania Uniformed Crime Report and is provided to the PA Department of Education. Clery Crime statistics are reported to Penn State University and for the PSU Annual Safety Report, the Institutional Safety Committee, and others such as the Behavioral Threat Management Team. Additionally, criminal incidents are reported to local, state and federal law enforcement to support their mission.
+ Annually develops, prepares and performs daily management of the security department and parking department capital and operational budgets.
+ Create and provide security-related education presentations for clinical and non-clinical units on security topics including, but not limited to verbal de-escalation/active listening, workplace violence topics such as responding to an active assailant and recognizing and preventing violence education and training, conducts security Q&A, and provides security physical assessments of units and buildings.
+ Conducts complex investigations in coordination with local, state and federal law enforcement and national security entities.
+ Liaison with federal, state and local law enforcement, local business security entities and neighboring healthcare system security officials.
+ Actively participates in strategic and programmatic organizational planning that contributes to organizing security policies, procedures, systems, resources and education in collaboration with clinical and administrative leadership.
MINIMUM QUALIFICATION(S):
+ Associate's degree or security related certification such as Certified Healthcare Protection Administrator.
+ Seven-Ten (7-10) years Police or Hospital security experience.
+ Five (5) years of management experience required.
+ Act 235 required, or ability to obtain within six (6) months of hire or transfer to role.
+ Current Certified Healthcare Protection Administrator (CHPA) Certification from the IAHSS or ability to obtain within six (6) months of hire or transfer to role. The person must demonstrate that they have completed the application for the CHPA test and have the minimum number of required credits detailed on page 5 of the CHPA application. As an alternative, Current Certified Protection Professional from ASIS International or ability to obtain within six (6) months of hire or transfer to role. The person must have completed the CPP application meeting the experience and educational prerequisites.
PREFERRED QUALIFICATION(S):
+ Master’s degree preferred.
