The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position, assignment duration is limited to 36 months. Responsibilities DUTY 1: Performs Career Broadening assignments/duties. Applies the full range of Financial Management (budget, cost, accounting/finance, etc.) in planning developing and managing course curricula for the Defense Financial Management & Comptroller School courses. DUTY 2: In a Career Broadening capacity, prepares lessons and presents materials or coordinates for SME presentation of a variety of financial management topics. DUTY 3: Facilitates and leads discussions and exercises on various financial management and leadership subjects. DUTY 4: As a Career Broadener, conducts special projects and studies, as assigned by the School Director which have far-reaching impact on the DFM&CS, faculty and students. Serves as a key person for curriculum issues concerning assigned financial management area of responsibility. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: 1) Expert knowledge of the concepts, principles, practices, laws, and regulations governing cost analysis, cost research, and budget activities as well as the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the AF financial management community; 2) Comprehensive knowledge of advanced quantitative methods, statistical techniques, and applied mathematics sufficient to serve as an AF authority on financial management issues; 3) Knowledge of DoW acquisition process and military command structure and missions in order to perform studies and develop curriculum that affect students across DoW; 4) Knowledge of accounting, finance, mathematics, economics, statistics, operations research, or directly related disciplines with extensive and quantitative cost analysis; and 5) Knowledge of complex quantitative methods, cost research/modeling techniques, and their application to cost estimating and inflation rate forecasting analysis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of financial management program policies, principles, and practices. Knowledge of budget and cost functions, interrelated activities and statutory and regulatory requirements of a wide variety of DoW and Air Force activities. Skill and ability to comprehend Public Law, DoW, and Air Force directives. Skill and ability to gather facts and use effective; analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
