Responsibilities Serves as the administrator and decision maker on all state-wide physical security projects, operations and systems. Develops, applies and maintains routine processes to enhance physical security protection. Serves as the main contact and advisor for the installation, maintenance and performance of Personal Identity Verification (PIV) card systems. Creates and executes security plans ensuring the proper level of protection is provided to guarantee a secure working environment. Performs routine, unscheduled inspections of facilities and personnel to ensure protection against security violations and suggests appropriate corrective actions. Maintains and tests Video Surveillance Systems (VSS), Physical Access Control Systems (PACS), and duress alarms ensuring all are functional in the event of emergencies or increased threat levels. Conducts annual security assessments to state-wide Bureau of Land Management (BLM) facilities and sites. Acts as a Contract Officer’s Representative (COR) for contracts related to security services. Requirements Conditions of Employment This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use. The incumbent is required to complete 40 hours of annual security-related training. Training must be conducted in accordance with the intent to enhance the skills of security professionals. Must be completed within a year of being hired. The incumbent must be a graduate (or become a graduate with the first available opportunity after entrance on duty) of the Federal Law Enforcement Center Physical Security Training Program or other credentialed federal government or U.S. military physical security courses. Allowable substitutions are professional certifications awarded by entities such as the American Society for Industrial Security or similar accreditation organizations. As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period -OR- 2-year trial period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary/trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: - your performance and conduct; - the needs and interests of the agency; - whether your continued employment would advance organizational goals of the agency or the Government; and - whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. Qualifications GS-11 Salary Range: $73,939- $96,116 GS-12 Salary Range: $88,621- $115,213 We expect to fill 1 vacancy/vacancies at this time; however, additional positions may be filled from this announcement if they become available. GS-11: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level comparable in difficulty and complexity to perform the duties of a Physical Security Specialist. Qualifying specialized experience includes: (1) knowledge of a wide range of security specialties to identify and resolve conventional policy and program objectives, and procedures within the security functional area; (2) extensive knowledge in the specialized fields of physical security, force protection, and antiterrorism; (3) knowledge of security policy requirements and procedures to provide recommendations for making decisions and policy development on short and long-term security planning. NOTE: This experience must be supported by your resume. -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts with your application. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. GS-12: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level comparable in difficulty and complexity to perform the duties of a Physical Security Specialist. Qualifying specialized experience includes: (1) Serving as advisor to the command on all aspects of Physical Security (e.g., risk management, planning training and exercises, program review and resource application/management); (2) Developing physical security policy in conjunction with tenant activity security representatives; (3) conducting vulnerability assessments, surveys, inspections and audits of the security program; (4) Maintains awareness of all physical security issues to keep senior leaders advised of any changes in security policies. NOTE: This experience must be supported by your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbent's work is sedentary in nature and generally completed in an office environment. The field work for inspections, evaluations, monitoring, and training requires standing, stooping, bending, and climbing ladders and stairs and may involve walking over uneven terrain. Work Environment: The work is performed mostly in an indoor office environment. Field work may occur under adverse weather conditions involving extreme temperatures, slippery surfaces, dust, smoke, noise, noxious fumes, etc. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
