The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to National level special access programs (SAP) with the 3rd Wing, JB Elmendorf-Richardson, USAF, Department of Defense. Responsibilities DUTY 1: Plans, organizes, and directs all Special Access security activities of the 3rd Wing Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 3: Represents 3rdWing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DOD, AF, SAF/AQ, MAJCOM, Wings, Groups, Squadron and civilian contract agencies. DUTY 4: Assists and oversees the implementation and administration of the automated information systems (AIS) security program as needed. DUTY 5: Manages the Special Access Industrial Security Program for the Installation as needed. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: applying knowledge of a wide range of physical security methods, concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems. Providing knowledge of safety and security regulations, practices, and procedures. Analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information security is a must. Specific knowledge and experience with special access program (SAP) and sensitive compartmented information (SCI) security procedures are required 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. Other significant facts pertaining to this position are: 1. The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means. 2. The employee will be required to obtain and hold a top-secret security clearance with access to Special Access Required and Sensitive Compartmented Information. 3. The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a cellular phone. 4. The employee will be required to have, or obtain, and maintain a valid driver's license. 5. This is a deployable position. 6. This is a Drug Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90). 7.This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 8.Department of Defense Security Fundamentals Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 9. IAW DoD I 3020.42, the position has been locally designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. 10. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
