Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ITSPEC (PLCYPLN), Position Description Number D2176P01 and is part of the 174TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Responsibilities As an ITSPEC (PLCYPLN), GS-2210-11 you will serve as a technical advisor to local base information technology (IT) and communications users in the area of policy and plans as related to IT and communications systems. This involves planning, development, management, and enforcement of approved ANG and local information technology (IT) and communications architecture. You will serve as the lead manager of IT and communications projects, acquisition and control of equipment and services at Flying Wing, tenants and geographically separated units if assigned. Sixty percent of the work performed involves Information Technology issues and systems with the remaining forty percent involving telecommunications specific issues and systems. Requirements Conditions of Employment Qualifications Military Grades: Enlisted Only GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Must have experience with a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements. Education If you are using Education to qualify for this position: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree You must provide a copy of Official Transcripts as documentation to support your educational claims. This position is an indefinite appointment that may be made permanent later without competition. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency. The applicant selected may be released at any time subject to a 30-day notice and advised of his/her rights and benefits to which entitled. If a permanent employee accepts this indefinite position, their tenure will change from permanent to indefinite. Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is the final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90-day break in service). Additional Conditions of Employment: - Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU).
