Position Highlights
Job Summary
This position provides Human Resource consultation and support services to management and their staff to support the Human Resource needs of the organization. This position also functions as the payroll administrator and compliance and privacy officer.
Job Duties
Provides direction to leaders and employees needing assistance in areas such as benefits, compensation, payroll, employment, education, etc.
+ Responsible for benefit administration and corresponding communication. Compiles comparative data for compensation and benefits and recommends updates to the CEO. Participates in the development and monitoring of salary budgets.
+ Processes bi-weekly payroll and payroll reports (W2, census, etc.).
+ Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risk and ensuring regulatory compliance. Partners with legal departments as needed or required.
+ Provides day to day performance management guidance (coaching, counseling, career development, and disciplinary action). Conducts effective, thorough and objective investigations when necessary.
+ Coordinates and manages the entire recruitment process; advertising, interviewing, new hire onboarding and new hire orientation.
+ Coordinates and completes new hire paperwork and maintains up-to-date information for each employee’s personnel and confidential file.
+ Manages the ordering and administering of employee ID badges.
+ Monitors and assigns mandatory education for all employees. Develops facility wide continuing education plan for all departments. Assists in the monitoring of employee licensing and certification.
+ Develops, recommends, revises and implements policies and procedures.
+ Develop, review and revise job descriptions on a routine and as needed basis.
+ Assist in the planning and implementation of employee and company events.
+ Maintains assigned HR responsibilities in accordance to South Dakota Department of Health requirements.
+ Works with the Director of Finance on accounts payable, invoice filing, statistical data compilation and other supportive functions.
+ Assists CEO, Directors, and Mangers by composing and typing routine correspondence.
+ Assists in preparation of the various Board of Directors and hospital committee meetings, attends meetings when needed and records minutes in an organized and timely manner. Provides follow-up action as directed in those meetings.
+ Implement Employee Engagement Survey and debrief the results with each department individually.
+ Complete SDAHO Salary and Benefits Surveys each year
+ Develops cost projections and departmental budget for staffing and capital expenses and ensures the department operates within the approved budget
+ Oversees and delegates the Employee Evaluation process
+ Ensure compliance with federal, state, and local healthcare regulations, including HIPAA, Stark Law, Anti-Kickback Statute, and OSHA requirements.
+ Develop, implement, and maintain policies and procedures to ensure regulatory compliance.
+ Conduct internal audits and risk assessments to identify and address compliance issues.
+ Train staff on compliance policies, patient privacy laws, and ethical standards.
+ Investigate compliance violations, prepare reports, and recommend corrective actions.
+ Monitor changes in healthcare laws and regulations and update policies accordingly.
+ Work with legal and regulatory bodies to ensure organizational adherence to industry standards.
+ Maintain documentation of compliance activities and reports for regulatory agencies.
+ Assist in preparing for external audits and accreditation reviews.
+ Serve as a liaison between departments to promote a culture of compliance and ethical behavior.
Education & Experience
+ Bachelor’s Degree in Human Resource or Business related field preferred.
+ Three (3) years of fundamental knowledge of human resource concepts, applications and successful resolution of employee relation issues.
