Position Summary...
Walmart’s Facilities & Skilled Trades organization keeps our stores, clubs, distribution centers, and fulfillment operations running safely and efficiently at global scale. As Director of Training Strategy, you will architect the end to end career pathway and learning ecosystem for technical roles (e.g., HVAC/R, electrical, plumbing, material handling, building automation, general maintenance). You’ll own the strategy and execution for how we attract, skill, credential, and advance technicians—from pre hire talent pipelines through apprenticeship, upskilling, and leadership development—while ensuring rigorous compliance and measurable business impact.
What you'll do...
Career Pathway & Skills Architecture
+ Design, document, and continuously improve a multi‑tier, multi‑trade career pathway (entry → journeyman → senior/lead → supervisor/manager), with clear skills, competencies, and progression gates for each level.
+ Build a unified skills taxonomy and competency maps that tie to job architectures, pay progression, and performance standards.
+ Establish articulation across trades where appropriate (cross‑skilling and stackable credentials).
Learning Strategy: Build/Buy/Partner
+ Lead the build‑vs‑buy strategy for all programs (foundational, OEM/vendor, compliance, simulation/VR, microlearning), balancing quality, speed, and total cost of ownership.
+ Source and manage external providers (trade associations, OEMs, community colleges, ed‑tech) and negotiate enterprise‑class agreements and service levels.
+ Oversee in‑house content development using proven learning methodologies (e.g., job task analysis, DACUM, ADDIE/SAM), ensuring accessibility, consistency, and on‑the‑job transfer.
Apprenticeships, Credentialing & Compliance
+ Align programs with U.S. Department of Labor Registered Apprenticeship standards and state apprenticeship agencies; maintain documentation, audits, and reporting.
+ Integrate industry credentials and regulatory requirements (e.g., OSHA/EHS, EPA 608, NFPA/NEC awareness where relevant) into the curriculum and progression gates.
+ Partner with Legal, Compliance, and Safety to ensure programs meet federal, state, and local regulations.
Talent Pipeline Development
+ Build a durable pipeline for technical roles by leveraging:
+ Internal programs (pre‑apprenticeship, bridge programs, internal mobility, returnships).
+ External sources (military transition programs, trade schools, community colleges, high schools/CTE, workforce boards, employer consortiums).
+ Create branded pathway programs that highlight Walmart’s scale, mentorship, tools, and career acceleration; measure yield from each channel and iterate.
Learning Operations, Scheduling & Associate Journey Management
+ Implement a frictionless learner journey from hire through mastery: prerequisites, cohorting, rotation planning, OJT hour logging, coaching, assessments, and recertification.
+ Own the operating model and governance for the LMS/LRS and scheduling systems used by the trades population (including mobile/field‑friendly delivery).
+ Establish capacity planning for classrooms, labs, and instructor resources; optimize schedules to minimize operational downtime.
+ Stand up robust data pipelines to track training completions, skills attainment, time‑to‑competency, utilization, and compliance.
Stakeholder Leadership & Change Management
+ Partner with Facilities Operations, Supply Chain, Store/Club Operations, HR/Talent, Safety/EHS, Procurement, and Finance to align learning outcomes with business priorities.
+ Lead a high‑performing team of program managers, instructional designers, and vendor partners; coach field leaders and SMEs engaged in OJT and assessment.
+ Communicate strategy and progress to senior leadership with clear metrics, ROI, and associate impact stories.
What you’ll bring…
+ 8+ years building enterprise learning programs for skilled trades, facilities, manufacturing, or field service organizations.
+ 4+ years leading multi‑disciplinary L&D teams and large vendor portfolios; proven success with build‑vs‑buy decisions at scale.
+ Demonstrated experience designing DOL‑aligned apprenticeships and managing state/federal compliance.
+ Expertise in competency modeling, job task analysis, and assessment strategies (performance‑based, knowledge‑based, and safety‑critical).
+ Fluency with modern learning tech (LMS/LRS, mobile learning, xAPI/SCORM), data/analytics, and scheduling/roster management.
+ Strong program management skills with a track record of on‑time delivery across complex, multi‑site environments.
Preferred qualifications
+ Experience in retail facilities, distribution/fulfillment, utilities, building services, or OEM service networks.
+ Partnerships with community colleges, workforce boards, and military transition programs; familiarity with grant funding and public–private partnerships.
+ Comfort with simulation/VR, digital badging, skills inference, and AI‑assisted workforce planning.
+ Professional certifications in learning/OD (e.g., CPLP/CTDP) or relevant trade credentials.
+ Bachelor’s degree in Education, Industrial/Organizational Psychology, Engineering/Facilities, or related field; Master’s preferred.

The annual salary range for this position is $110,000.00 - $220,000.00 Additional compensation includes annual or quarterly performance bonuses. Additional compensation for certain positions may also include :
