    About the Indiana Office of Technology (IOT):

    The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.

    Role Overview:

    This enterprise-wide role guides the technology direction for the State of Indiana. You will work with agencies, internal teams, and vendors to improve architect security and reliability with the goal of establishing modern solutions to support digital government. You will influence standards, help shape future platforms, and play a key part in how technology decisions are made across the state. This is both a strategic and hands-on role with real impact across agencies.

     

    We are seeking someone who enjoys working across many teams, can simplify complexity, and wants to help build an EA practice that is growing in scope and influence.

     

    This role requires strong communication, practical judgment, and a willingness to collaborate. This role is located onsite at the Indiana Government Center in Indianapolis, Indiana.

    Salary:

    The salary for this position traditionally starts at $93,022 but may be commensurate with education or work experience.

    A Day in the Life:

    Responsibilities include:

    + Secures reliable and cost-effective infrastructure as well as shaping the future of how the operations of state government are facilitated.

    + Works collaboratively within IOT, with partner agencies, and with vendors to coordinate and orchestrate capabilities, to optimize solution delivery, and to advance the expansion of digital government.

    + Creates and enhances methods and practices for architecture strategy development, communication, and visualization.

    + Provides architectural leadership, guidance, and support for the broader architecture community.

    + Mentors, coaches, and provides other leadership for IT resources and communities of interest across the enterprise.

    + Provides strategic guidance and senior implementation for enterprise-impacting projects, processes, and other efforts assigned by the Chief Technology Officer (CTO) or a designee of the CTO.

    + Provides input to policy-level direction regarding technological standards, compliance standards, and/or budget constraints.

    + Serves as a designee of the CTO on security, policy, project management/intake, compliance, change management, or other key enterprise-action panels, teams, or committees.

    + Advises on revenues and expenses within department to help meet budget goals and objectives.

    + Advises on selection of technological purchases with regard to cloud technologies/providers, processing, data storage, data access, and application development.

    + Advises Chief Executive Officers and their deputies on the need and impact of future projects, with emphasis on balancing technological priorities with budget constraints.

    + Represent the CTO and IOT to other agency senior executives to communicate and coordinate implemented changes or requirements.

    + Leads and coordinates efforts of other enterprise architects at all levels to design, implement, review, and revise architecture direction and solutions.

    + Consults with Agencies about their Architecture and advise on best practice solutions being implemented.

    This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    Credentials:

    + Master’s Degree and 3+ years of experience, or

    + Bachelor’s Degree and 5+ years of experience, or

    + Associate’s Degree and 7+ years of experience, or

    + 9+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

    + Related certifications and coursework may be considered for education or experience.

    Additional qualifications:

    + Demonstrated skills and experience in computer science, engineering, cloud administration, server administration, or other relevant information technology/security tradecraft.

    + Knowledge of information technology policies, standards, procedures, and techniques used in the development of enterprise architecture and/or client/server network architecture.

    + Knowledge of current and emerging information technologies.

    + Experience implementing enterprise, domain, or solution architecture approaches in a government environment or other setting.

    + Excellent communication skills.

    + Excellent problem-solving, critical thinking, and analytical skills.

    + Ability to form sound recommendations, make appropriate decisions, and initiate corrective actions potentially involving multiple projects/efforts with competing deadlines.

    + Ability to identify and articulate the potential technological and budget impact of decisions on the current or emerging information technology mission.

    + Ability to effectively prioritize projects and functions from a wide portfolio of technologies.

    + Ability to research and document findings.

    + Ability to establish and maintain effective working relationships with technical and non-technical stakeholders.

    + Experience with managing multiple, competing priorities and ensuring documentation of meetings, processes, and standard operating procedures.

    + Experience with integrating technology and systems into complex processes.

    + Ability to delegate work, set clear direction, and manage workflow.

    + Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.
