    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    What Success Looks Like In This Job

     

    We are seeking a professional candidate to supervise assigned programs of the Adams County Workforce and Business Center (WBC) to ensure successful completion of program goals and objectives. Candidate will supervise major program activities, associated sector grants and/or initiatives. This position is responsible for staff supervision, oversight of job seeker assessment, case management, and submission of program reports. The WBC Supervisor must demonstrate a high level of professionalism and leadership. Candidate will monitor program goals throughout the year and affects changes as required, actively participate in and contribute to the annual short-term strategic planning process and help manage established budgets.

     

    Candidate will develop and maintain a good working relationship and maintain communication with Adams County Human Services staff, community business/employers, community partner agencies as well as job seekers.

     

    Examples of Duties for Success

     

    + Develops individual performance plans and appraises performance against established standards of performance.

    + Provide timely, effective feedback and mentoring to staff.

    + Establishes and implements action plans and/or training to meet assigned program performance measures and commitments.

    + Develops and implements outreach strategies to encourage targeted populations participation while increasing awareness of workforce development programs and services.

    + Facilitate and maintain information sharing among community stakeholders, partners, and service providers.

    + Monitor job seeker feedback and/or complaints to assure service delivery is being carried out professionally and is applicable to current job search methods, trends, and/or compliance issues.

    + Responsible for effective communication and administration of county and WBC policies and procedures for staff development.

    + Makes quality strategic/tactical decisions utilizing critical thinking methods, experience, judgment and input from others; then acts decisively.

    + Ensures that all program reports are completed on or before deadlines.

    + Ensures case file and audit reports are reviewed regularly to ensure that all assigned staff are trained and are meeting performance targets.

    + Attend all staff and program supervisor meetings and conduct regular staff meetings and one-on-one meetings with staff.

    + Communicate regularly with leadership regarding staff performance, program outcomes, challenges, and all essential issues.

    + Work with WBC Managers to complete State NFA’s, Work plans, Workbooks, program annual plans and perform modifications as necessary to meet expenditure and/or budget plans within assigned deadlines for administered programs.

    + Prepare relevant funding proposals and support a team effort in drafting project/grant proposals for targeted populations.

    + Responsible for managing assigned program's budget and resources by using approved financial guidelines and accepted practices, policies and procedures.

    + Work in collaboration with the WBC Managers to develop methods to gather data to determine ongoing effectiveness of assigned programs including all work-based learning programs.

    + Coordinate recruitment/marketing of the WBC via verbal, visual, and written presentations to the private sector, community based, and governmental agencies.

    + Attend and represent the WBC in meetings, presentations, statewide initiatives, and taskforce as related to areas of responsibility at the local, state, regional, and federal levels as required.

    + Maintain strong relationships and provide leadership, problem solving and communication in coordination with local resources, educational institutions and other workforce centers to reduce duplication.

    + Make recommendations for operational and program modifications through fact-based data driven methods.

    + Communicate clearly and concisely, both orally and in writing.

    + Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.

    Workforce Innovation Opportunity Act (WIOA) Adult/Dislocated Worker (DW)/Trade Adjustment Act (TAA)

     

    + Provide oversight for any associated formula, discretionary, sector grants and/or initiatives.,

    + Responsible for the development, implementation and maintenance of work-based learning requirements such as but not limited to work experience, on-the-job learning, pre-apprenticeships, apprenticeships for programs.

     

    WIOA Youth (16-24 years of age)

     

    + Responsible for the supervision of the Governor’s Summer Job Hunt program.

    + Responsible for the development, implementation and maintenance of work-based learning requirements such as work experience, on-the-job learning, pre-apprenticeships, apprenticeships for youth program.

     

    Career Services/Wagner Peyser

     

    + Develops, oversees and evaluates the delivery of labor exchange and career services, including supervision of the front desk and career room center staff in multiple locations; to support job seeker employment goals.

    + Collaborates with all WBC programs to align services with job seeker needs.

    + Responsible for local EEO Officer duties as established in Federal Register 29 CFR Part 38.28.

     

    Business Services

     

    + R esearch sector growth opportunities and projections to recommend sector focus and strategies including key industries in the regional area.

    + Develop Workforce Intelligence reports for Economic Development agencies and business.

    + Coordinate membership roles with One Stop Operator and recruit for the Adams County Workforce Development Board.

    + Connect industry to emerging workforce experience activities; connect qualified job seekers to employers and participate in industry workforce network groups.

    + Collaborate with industry and workforce training partners to improve access and evaluation of qualified job seekers.

    + Engage business partners to work on deliverables of identified plans within each industry sector.

     

    Quality Control/Training/Operations/Policies

     

    + Develop and customize Management Information Systems (MIS) reports and procedures using statewide database management software.

    + Ensure the review and appropriate approval or denial or regional funding requests submitted through CDLE Eligible Training Provider List (ETPL) website.

    + Researches, oversees, and coordinates trainers with learning methods for effective knowledge/skills acquisition for job seekers and staff.

    + Oversee the quality control of internal audits for WBC grants and programs.

     

    Employment First

     

    + Ensures administrative capacity and attention to detail to assess and track Enhanced funding generated through the Colorado Workfare program; keeps list of Workfare sites, track Supplemental Nutrition Assistance Program (SNAP) allocation deductions, and submits timely reports.

    + Responsible for working closely with the SNAP Community Support Management to ensure federal compliance; develop training and monitor processes and procedures for both Employment First and Community Support staff as needed.

    + Designs, organizes, establishes, and evaluates work processes to ensure delivery of the Jobs for Success (post-TANF) program services to fulfill program objectives; supervises JSP staff.

     

    Temporary Assistance to Needy Families (TANF)

     

    + Responsible for the development, implementation and maintenance of TANF Subsidized Employment program.

    + Responsible for working closely with Community Support Management to ensure federal compliance; develop training and monitor processes and procedures for both TANF and Community Support staff as needed.

    + Coordinates TANF work activities to effectively interact with the business office, MIS, Investigations and Recovery, Child Support Enforcement, Children and Family Services, TANF Contractors, Federal/State Human Services and community agencies.

    Supervisory Responsibilities

    + This position will be responsible for the supervision of one or more of the following WBC programs and program responsibilities:
