The Executive Office of Veterans Services (EOVS) is actively seeking a Manager for the Massachusetts Veterans Memorial Cemetery (MVMC) in Winchendon, MA. As the Cemetery Manager, your day-to-day duties will be to perform and/or coordinate administrative and chapel services for eligible Veterans and their eligible dependents. You will also be responsible for overseeing and verifying that office procedures are followed by office staff by Standard Operating Procedures (SOP) and the standards set forth by the Veterans Administration (VA) & the National Cemeteries Association (NCA). This role provides direct supervision of Program Coordinator I, II and III positions and this position may supervise other positions as assigned. The Cemetery Manager also works closely with the grounds supervisor in order to provide a cohesive and solemn ceremony and internment. /Please note that this role will be supporting the MVMC Winchendon location, but will travel to MVMC Agawam for trainings and other related events./ *_Duties and Responsibilities:_*__ * Responsible for ensuring operations at the Cemetery meet MVMC and NCA Standards per SOP, immediately acting on issues if necessary, using sound judgment, and notifying the Director of any issues or discrepancies that do not meet MVMC or NCA standards or that deviate from SOP. Upkeep SOP as necessary and conduct periodic reviews of content. * Conducts chapel services in a dignified and professional manner, with the appropriate formal dress as established in the employee dress code per Massachusetts Veterans’ Memorial Cemeteries Standard Operating Procedures Guide (SOP). * Ensuring laws and policies concerning eligibility and residency enacted by the VA, NCA, EOVS, and Director of MVMC are followed for each interment and service and that records are properly safeguarded by the above and state and federal laws. * Inform Funeral Directors or the Next of Kin of the status of applications, if more information is needed, if the application has a discrepancy, ambiguity, or is missing key information, and how the issue will be resolved per SOP. * Coordinate Military Honor Guard for the family arranged services. * Answering phones and assisting visitors with questions regarding policies, procedures, directions, grave locations, and proper scheduling of services, services being scheduled at the appropriate times based on the internment type, ensuring only eligible persons are scheduled, that the scheduled burials have had paperwork submitted per SOP; that information is entered into the Burial Operations Scheduling System (BOSS) accurately, and that the daily schedule for the following day is ready on time per SOP * Provide Funeral Home Directors of the next of kin in seeking discharge information through the Military Records Online (MRO) database or requesting service verification through the NCA Scheduling Office per SOP. * Ensuring files are verified for accuracy before conducting chapel services to ensure documentation is complete and accurate. * Ensuring procedures in the SOP are followed during services including the carillon tower bells ringing at the arrival of a procession, grounds staff assisting with large processions parking safely, and volunteers in the chapel following proper protocol and procedures. * Review files to ensure the paperwork is accurate and complete immediately after the interment and that markers will be ordered promptly. * Inputting or creating records into BOSS: new or updated files, inscriptions forms, casket tags, envelopes, surveys, and documents checklists and assembling temporary markers. * Reviewing or updating paperwork as needed to complete files including signing, copying, and mailing burial permits, thereby ensuring decedent files are filed appropriately and contain all required information in them per SOP. * Review the VA Plot Allowance form to confirm all Veteran interments listed in the month are accurate and it is submitted to EOVS in Boston at end of the month. * Maintaining an appropriate inventory of burial flags and resupply as necessary. * Ensuring the processing of donation checks and drafting, signing, copying, and mailing donation thank-you letters. * Submitting IT service request tickets for office-related technical issues. * Informing Director of Cemeteries, EOVS Human Resources and/or the Finance Office of any violations of VA, NCA, EOVS, or MVMC policies or damage to grounds, and buildings. * Ensuring staff follows Massachusetts Veterans Memorial Cemeteries Standard Operating Policies and Procedures manual including review of the suggestion box and visitors log, security of facilities and equipment, validating cleaning schedules have been completed. * Notify all cemetery staff of any US flag half-staff announcements issued by the Governor * Use the state-issued phone to check the Funeral Director mailbox on Saturdays or holidays; reserve times for Funeral Directors on the schedule; transfer scheduled services into the schedule book and complete the Initial Contact Form and Schedule Log Form with follow up as needed. * Respond to emergency issues arising after regular working hours, including calls from the alarm company. * Provide coverage for office staff absent due to illness, vacation, training, or any other reason. *_Qualifications Required at Hire: _* * Must exhibit professionalism and maturity. * Must be able to perform multiple tasks in an organized, efficient, and timely manner. * Knowledge of the principles and practices of management including planning, organizing, directing, motivating, and decision making. * Must have interpersonal skills and the ability to lead. * Basic knowledge of MS Office applications (Word, Excel, Access) *_About the Executive Office of Veterans Services & Massachusetts Veterans Memorial Cemeteries:_*__ At the Executive Office of Veterans Services, our mission is to provide the highest quality programs, benefits, and advocacy to Massachusetts veterans alongside federal and local partners.
