Job Description
Enlighten is seeking a dedicated Contracts Manager. We are expanding our Contracts team to provide a second manager to address the high volume of work. This role focuses on owning the end-to-end contract lifecycle—from negotiation and drafting to execution and risk mitigation. You will play a crucial role in ensuring legal compliance across all business operations, with the added support and resources of our parent company, HII Mission Technologies Corp. (HII MTC). The position is hybrid out of our Columbia, MD office.

Essential Job Responsibilities
+ Serve as a core contractual business advisor to line management (VP of Operations, Senior Directors, Program Managers) and functional management (Procurement, Pricing, Finance/Accounting, Costpoint Team, Business Operations, and Project Control) regarding contractual and proposal issues.
+ Ensure compliance with all contractual obligations to include, but not limited to, reporting requirements.
+ Ensure that contracts, proposals and work product comply with HII and HI MTC policies and Contracts Department processes and are of high quality. Ensure contract files include appropriate documentation to support such compliance.
+ Negotiate the terms of contract documents including, but not limited to, Contracts, Cost/Price Proposals, NDAs, and Teaming Agreements. Administers current contracts, task orders and modifications.
+ Support proposal development by analyzing requests for proposal (RFPs) to determining the contractual requirements to deliver a compliant, responsive and winning proposal. Follow corporate policy and procedures to obtain proper approvals.
+ Become a skilled user of Unison Contract Lifecycle Management software recording cradle to grave contract information.
+ The ideal candidate will prepare cost/price proposals and delivery order type proposals using Excel spreadsheets and Word; in accordance with basic contract and RFP instructions and FAR guidelines.
+ Negotiate price and terms as required. Participate in strategic business decisions regarding proposals and contracts.
+ Interacts with Program Managers, PCO/buyers, and support functions to ensure contract compliance.
+ Other duties as assigned.
Minimum Qualifications
+ Security Clearance: Secret clearance is highly desired but not required on day one. Candidates will be processed for a clearance; U.S. Citizenship required.
+ 10 years relevant progressive experience with Bachelors in related field; 8 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant progressive experience.
+ Experience with Firm Fixed Price type contracts, OTAs and CSOs supporting government contracts.
+ Must have experience with Microsoft Word, Excel, Outlook, and Sharepoint.
+ Working knowledge of FAR and DFAR.
+ Government defense contracts experience required.
+ Past experience managing contracts, subcontracts and pricing efforts.
+ Strong communication skills both verbal and written.
+ Must be willing to work in a hybrid environment, spending on average 1-2 days a week in the Columbia, MD office.
Preferred Requirements
+ CFCM or CPCM desired but not required.
+ Experience with Government approved purchasing system desired.
+ Ideal candidate will have some proficiency with subcontract administration.
