Licensing Engineer 3 – Full Time – Onsite (Rockville, Maryland)
System One is seeking a Licensing Engineer 3 to support our client within the commercial nuclear industry. This is a full-time, onsite position in Rockville Maryland.
Position Summary:
Under occasional supervision, the Licensing Engineer 3 provides licensing support for assigned regulatory projects and ensures compliance with nuclear safety and licensing requirements. This role supports the development of high-quality regulatory submittals, provides technical licensing guidance, and interfaces with regulatory agencies on project activities.
Essential Duties and Responsibilities:
• Support the resolution of licensing and regulatory issues to ensure compliance with applicable requirements.
• Provide tactical direction and regulatory guidance to internal project teams for moderately complex issues.
• Develop licensing programs, schedules, and plans for regulatory engagements.
• Provide licensing support to clients and assist with licensing and permitting processes.
• Prepare, edit, review, and submit licensing documents, ensuring accuracy and alignment with strategy and commitments.
• Apply authoring, reviewing, editing, and document planning skills to support preparation of nuclear license applications, topical reports, and technical white papers.
• Interface with regulatory agencies on assigned activities.
• Assist in the development, implementation, training, and maintenance of processes and procedures to support compliant and standardized work practices.
• Support or participate in industry initiatives as assigned.
• Allocate work and manage contributions to project schedules.
• Travel domestically and internationally as required.
• Perform other duties as assigned.

• Understanding of QA regulations including 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1 preferred.
Minimum Qualifications:
• Bachelor’s degree in Engineering, Engineering Technology, or Science required; advanced degree preferred.
• Minimum of six years of regulatory affairs or licensing experience in the nuclear industry (power plants, reactor suppliers, or architect-engineering firms).
• Navy nuclear, engineering, or legal/regulatory experience may be considered.
• Experience with direct regulatory agency interactions preferred.
• Nuclear cyber security or physical security experience preferred.
• Must be eligible to work under DOE 10 CFR Part 810.
Physical Requirements:
• Ability to communicate clearly in person, by phone, and via computer.
• Ability to learn new job functions quickly and apply concepts in a rapidly evolving environment.
• Frequent sitting, standing, walking, bending, and use of office equipment.
• Ability to travel as required.
