    Purpose

     

    This position is responsible to support the Manager, Regulatory Affairs for studies, projects, research and analysis for specific regulatory affairs issues for Liberty Utilities (CalPeco Electric) LLC. Lead the preparation and implementation of regulatory filings related to wildfire mitigation efforts required at the state level. Has primary responsibility for specific studies and projects related to wildfire mitigation and safety, risk-based decision-making, and emergency management and defending same with local regulatory commissions/authorities and other key stakeholders while ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. Provide other regulatory leadership and advice as needed.

    Accountabilities

    + Support the preparation of the company's regulatory applications and filings, including the annual Wildfire Mitigation Plan.

    + Lead reporting efforts related to Public Safety Power Shutoff ("PSPS") events and compliance requirements.

    + Extract, compile, and validate data used to support wildfire mitigation reporting, audits and inspections.

    + Establish and maintain good relationship with regulatory authorities and stakeholders.

    + Liaison with regulatory authorities, commission staff, and stakeholders and participate in industry forums to influence regulatory policies.

    + Ensure alignment of regulatory strategies to all key local functional areas to ensure regulatory compliance and to maximize shareholder value.

    + Prepare reporting and analysis to support a risk-based decision-making framework and inform company decision-making on wildfire mitigation related issues.

    + Work with internal cross-functional teams to meet regulatory requirements and respond to regulatory and stakeholder discovery.

    + Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses.

    + Participate in industry associations and develop leadership positions for Liberty.

    + Prepare analysis and provide advice to company management on emerging regulations and developments in industry related to wildfire mitigation issues.

    + Review and interpret new pending local laws and regulations, which potentially affect the organization's business practices, and coordinate the development or revision of policies, procedures, contracts, and agreements to ensure compliance.

    + Monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities. Updates key management on regulatory changes, developments and implications of new requirements on functional areas, particularly related to wildfire mitigation.

    + Develop, implement and oversee a framework to ensure the utility is meeting its compliance requirements in an accurate and timely manner.

    + Mentor and provide advice and guidance to other analysts within the organization

    Education and Experience

    + High Scholl diploma or equivalent required

    + Completion of relevant university/college degree/education

    + 5-10 years of experience

    + Knowledge of local state commission regulations and filing requirements

    + Demonstrated working relationship with local commission and staff and relevant stakeholders

    + Regulatory experience required

    + Valid Operator’s Driver’s License and proof of current insurance

    + Availability to travel if needed by the company
