    Job Description

    This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

     

    The Department of Management (DOM) is seeking a dynamic and strategicChief Financial Officerto lead all aspects of financial management for the division. This executive-level role is responsible for overseeing budgeting, accounting, IT rate setting, procurement, and financial compliance, while serving as a key advisor to leadership and a liaison to legislators and external stakeholders. The ideal candidate will bring strong business acumen, a proactive mindset, and a passion for public service to help drive financial strategy and operational excellence across the organization.

     

    What You Will Do

     

    + Direct all aspects of financial management including budgeting, accounting, procurement, payments, receipts, and rate setting for Department of Management, Division of Information Technology (DOM DoIT).

    + Lead the development, monitoring, and implementation of the division’s budget in coordination with division administrators and external stakeholders.

    + Develop and maintain IT service rates and chargeback models, ensuring accurate cost allocation and billing for state and local government services.

    + Ensure compliance with state and federal laws, GAAP, and OMB cost principles; prepare and submit required financial reports and documentation.

    + Prepare and present financial data, fiscal notes, and rate proposals to legislators, the Governor’s Office, and other key stakeholders.

    + Monitor cash flow and budget performance, analyze financial trends, and recommend timely adjustments to maintain fiscal health.

    + Support annual audits, respond to audit findings, and implement corrective actions to mitigate financial risks.

    + Manage fixed asset accounting, inventory tracking, and reconciliation in compliance with GAAP and state policies.

    + Reconcile accounts monthly, resolve discrepancies, and ensure accuracy of claims and payments including eDAS and ICN billings.

    + Oversee reimbursement requests and compliance for federal programs including Homeland Security and IOWAccess grants.

    + Advise the Director, Deputy Director, and division leaders on financial strategy, program initiatives, and operational planning.

    + Manage special projects and provide oversight for contractors and staff supporting broadband programs and administrative rulemaking.

    + Enter and manage budget data in the I/3 system, submit performance measures, and maintain financial records and documentation.

    + Serve as the primary financial liaison with the Department of Management, Legislative Services Agency, and other governmental entities.

    + A Certified Public Accountant (CPA), or Chartered Property Casualty Underwriter (CPCU), an advanced financial degree, or a comparable certification demonstrating advanced financial management, accounting, or risk analysis expertise is required for this role.

    Working Arrangement

     

    This position requires onsite work in Des Moines, IA each week. Employees meetingallexpectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

    Background Check Requirements

     

    + After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

    + Information gathered as part of such background investigation will be treated as confidential to the extent permitted by Iowa Code section 22.7, 8B.4A, and other applicable laws, rules, and regulations; provided that, to the extent permitted by applicable law, such information shall be available to candidates upon request.

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

     

    2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):

    a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
