TheOffice of the Secretary (OS)is responsible for setting the overall vision, mission and long-term goals of the department. OS provides leadership and management of all departmental programs, communicates departmental direction, ensures the quality of services provided, and fosters better relations with all stakeholders, thereby increasing awareness and use of departmental services.
The Public Relations Department'smission is to support the strategic priorities and goals of Louisiana Works through communications by various internal and extremal channels, and to convey information and data relevant to agency customers through clear and compelling content. This position reports directly to the Deputy Secretary and works closely with the Executive Leadership Team
About This Job
This position leads the agency’s strategic communications and digital engagement efforts by designing and executing an integrated public relations and messaging strategy that advances organizational goals, grows trusted reach, and strengthens stakeholder relationships. This role produces and curates brand content (short- and long-form copy, video, graphics, infographics), manages day-to-day brand and digital engagement and stakeholder inquiries, and runs analytics to measure performance and optimize communications. The Director also oversees brand campaigns, ensures accessibility, privacy/compliance, and inclusive brand voice, coordinates crisis and issues communications, leverages operational and workflow tools to scale high-quality content, and collaborates with internal teams, external partners, and vendors to maintain consistent, timely, and measurable public-facing communications.
Minimum Qualifications
Seven years of experience in public relations, journalism, marketing, content creation, social media management, or graphic design; OR
Six years of full-time experience in any field plus four years of experience in public relations, journalism, marketing, content creation, social media management, or graphic design; OR
A bachelor's degree plus four years of experience in public relations, journalism, marketing, content creation, social media management, or graphic design; OR
An advanced degree in public relations, marketing, communications, journalism, or English plus three years of experience in public relations, journalism, marketing, content creation, social media management, or graphic design.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Lead the creation of site content and features to continually improve the website user experience and support the organization’s goals and strategies. Manage the website’s content, including writing new content, creating new pages and functionality, implementing/maintaining/sunsetting plugins and solutions, editing and auditing existing content, and removing outdated content. Stay up to date with the latest web design and development trends and technologies. Identify ways to improve website UX, identifying and fulfilling opportunities for website improvement based on user feedback and performance metrics. Identify and troubleshoot website technical issues with appropriate technology partners. Ensure website functionality and perform software updates. Update website coding frequently as needed.
+ Monitor, assess, and report on website performance. Monitor site analytics and develop monitoring dashboards for performance tracking. Work closely with internal teams to advise on Web Analytics data use & strategy, and content development. Increase traffic and engagement to the website. Apply best practices and strategies for public engagement. Develop scripts centered on digital attribution, user tracking and tag management. Assist with social media campaigns and other marketing efforts. Complete tests to ensure website efficiency and quality.
+ Develop and maintain consistent branding in partnership with Public Relations. Uphold and steward the Louisiana Works brand across all internal and external communications, ensuring clarity, consistency, and alignment with the brand voice and visual standards. Develop, maintain, and distribute branded templates and assets (presentations, flyers, one-pagers, event materials, digital graphics, etc.) for agency-wide use. Create rapid-turn branded content such as stickers, social posts, and micro-graphics to support outreach, storytelling, and leadership communications.
+ Serve as the quality-control checkpoint for branded materials, reviewing content for tone, formatting, and visual adherence before publication or distribution. Partner with communications and program teams to translate complex initiatives into clear, visually aligned public-facing materials.
+ Manage a shared brand asset library and ensure employees know how and when to use approved materials.
Position Specific Details:
Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
