    About this Job

     

    This Coastal Protection and Restoration Authority (CPRA) is seeking a Coastal Resources Assistant Administrator to serve over the Studies and Environmental Branch within the Planning and Research Division. The incumbent oversees two key units—Feasibility Studies and Environmental—and manages professional staff and programs that support Louisiana’s coastal restoration and hurricane flood protection efforts. Responsibilities include supervising complex environmental programs and balancing diverse considerations in support of CPRA’s mission to protect and restore the state’s coastal resources.

    Minimum Qualifications

    One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:

    A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus five years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

    A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

    A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.

    Job Duties and Other Information

    Job Duties:

    + Manages the Feasibility and Environmental Studies, Permitting, and Non-Structural Risk Reduction components of CPRA’s coastal restoration and hurricane flood protection program, overseeing early-stage planning and permitting for large-scale, multi-billion-dollar projects

    + Directs and coordinates the work of professional staff and contractors, assigning priorities, reviewing deliverables, and ensuring quality, budget compliance, and adherence to all applicable regulations and schedules

    + Serves as the state’s lead for implementing civil works ecological and environmental restoration projects in partnership with the U.S. Army Corps of Engineers, including oversight of programs such as BUDMAT, CWPPRA, and the Atchafalaya Basin Program, as well as future federally authorized studies and projects

    + Reviews and approves detailed technical reports prepared by staff on coastal restoration, hurricane flood protection projects, and environmental programs, ensuring accuracy and quality prior to submission to CPRA leadership, external stakeholders, and public dissemination

    + Oversees the development and management of professional service contracts, including evaluating technical proposals, negotiating cost estimates, reviewing contractor deliverables for compliance, and making recommendations on invoice approvals and contract awards to ensure efficient use of state resources

    + Directs the preparation and management of federal grant proposals and reporting, ensuring compliance with all requirements and deadlines, while coordinating with federal, state, and local agencies to optimize use of funds and represent CPRA on technical committees, public forums, and interagency policy initiatives

    + Monitors and analyzes state and federal regulations, legislation, and projects to assess potential impacts, advises CPRA leadership on technical and policy matters, and assists in drafting legislative actions and implementing administrative policies to ensure compliance and address emerging issues
