Summary You will serve as a Administrative Management Specialist in Code 302 Acquisitions Management Division of NSWC PHILA DIV. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption Responsibilities You will perform duties as a Contracting Liaison Officer (CLO) between the technical department representatives and Contracting Department. You will serve as an appointed Contracting Officer's Representative (COR) in accordance with the NAVSEA COR Instruction. You will be responsible for contract performance, policy compliance, and contract oversight and execution to ensure financial and technical compliance with the contract terms and conditions. You will serve as the senior/lead analyst responsible for supporting the Machinery Research, Logistics and Ship Integrity Department major programs. You will be responsible for pre-aware preparation of the statement of work, including government cost estimates. You will assist in evaluating technical proposals and coordinate contract strategy between technical and contracting departments, contract administration, policy compliance, and oversight. You will be responsible for determining the degree of contractor risk, developing contract packages, and coordinating with the Contracts Department on plans and strategies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the ability to develop/manage development of large procurement packages for the procurement of services/materials using several contract types (SEAPORT Task Orders, Simplified Acquisition Procedures, and Indefinite Delivery/Indefinite Quantity Contracts). Examples of qualifying experience may include: Providing technical direction/coordination to procurement stakeholders (subject matter experts, contracting officers and legal counsel), recommending corrective actions, providing technical clarifications of the statement of work, material lists, Government Cost Estimate, Contract Data Requirement Lists, and overall contract plans to meet performance requirements and acquisition cost goals.
