The Baltimore City Health Department (BCHD), in collaboration with Johns Hopkins, conducts mobile clinics delivering specialized health care services to people who use drugs (PWUD) in Baltimore City. We are seeking a **_M_** **_obil Clinic Operations Supervisor_** who will serve as an integral part of a multidisciplinary team, working with other clinicians, community health workers, peer recovery specialists, and other staff working to engage and provide services to clients living with HIV, hepatitis C (HCV), opioid use disorder (OUD), and acute or chronic wounds. This position will primarily be responsible for overseeing logistics and ensuring smooth and functional operations for the Spot Program and its Mobile Clinic Vehicles, which park at select sites in communities with high rates of opioid-related overdose four days per week. The Mobile Clinic Operations Supervisor is responsible for overseeing the daily operations and logistics of the Spot Program mobile clinics in Baltimore City. This role combines operational leadership with supervision to ensure efficient, high-quality, patient-centered care. The Supervisor will manage staff, coordinate scheduling, maintain clinic flow, and oversee vehicle operations. This position requires a strong leader who is organized, flexible, and able to work effectively in both clinical and community-based mobile settings.
Specific Duties & Responsibilities
_Clinical Operations & Supervision_
+ Supervise and support mobile clinical operational support staff (e.g., Community Health Workers/Mobile Clinic Technicians), ensuring smooth patient flow at each site.
+ Mentor, train, and manage operational staff performance; conduct performance reviews, provide feedback and coaching, in collaboration with clinical leadership
+ Coordinate operational staff scheduling and supply preparedness at each mobile clinic site to ensure clinic coverage.
+ Assist with direct clinical duties as needed, including patient intake, registration, insurance enrollment, and troubleshooting, and/or laboratory specimen collection.
+ Ensure compliance with safety protocols and training requirements.
+ Address and resolve operational challenges in real time.
_Operational & Logistical Management_
+ Coordinate daily deployment, site setup, and return of the mobile clinic vehicle.
+ Perform or oversee vehicle inspections, fueling, and maintenance scheduling.
+ Supervise operational staff to ensure safe vehicle operation, generator use, and equipment upkeep.
+ Manage inventory and procurement of non-medical supplies, fuel, and other operational needs.
+ Maintain logs, prepare receipts, and submit expense reports in accordance with procurement processes.
+ Ensure that regular inspections of clinic vehicles, generators, and equipment are conducted, either by staff or contractors, ensuring readiness for mobile operations.
+ Coordinate vehicle repairs, inspections, and maintenance with contractors.
+ Serve as a backup driver for the Mobile Clinic Vehicle when needed.
_Community Engagement & Program Support_
+ Work with the Sr. NP, Program Manager, to ensure support staff have the resources and training to assist clients with health insurance enrollment and other support functions.
+ Assist with client orientation, enrollment in services (including HIV, HCV, wound care, and recovery services), and EMR documentation.
+ Promote patient-centered care by fostering strong patient-staff relationships and service excellence.
+ Collaborate with multidisciplinary teams to identify areas for improvement and implement process refinements.
Minimum Qualifications
+ High School Diploma or equivalent.
+ Four years of related experience, including previous lead or supervisory experience.
+ Additional education may substitute for up to one year of required experience to the extent permitted by the JHU equivalency formula.
+ Previous lead or supervisory experience.
+ Demonstrated experience managing staff, logistics, and/or program operations.
+ Valid Maryland driver’s license with good driving record.
+ Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
+ Clinical experience.
+ Certification as a Community Health Worker or Peer Recovery Specialist,
+ Familiarity with Baltimore City healthcare and social service systems.
+ Proficiency with Microsoft Office and Electronic Medical Records (EMR) systems.
