    Summary THIS IS A NATIONAL GUARD INDEFININTE TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET OFFICER TITLE 32 INDEFINITE, Position Description Number D1084000 and is part of the NH ARNG USPFO, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection. Responsibilities The primary purpose of this position is to provide management oversight and guidance to budget formulation and execution processes. The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for the organization. This position accomplishes budget functions in support of organizational and Federal National Guard operations, training, and readiness missions and maintains staff responsibility over complex annual budgets. Requirements Conditions of Employment Qualifications Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted INDEFINITE service position that requires membership in a compatible military assignment in the employing state's National Guard. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Military Grades: E5 to E9; WO1 to W04; 01 to 05 Compatible Military Assignments: MOS Immaterial. Federal Finance experience or Finance/Accounting Degree GENERAL EXPERIENCE: Must have experience, education, and training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience, education, and training equivalent to the next lower grade level (GS-11). Must have experience, education, and training that provided in-depth knowledge of financial principles and procedures. Must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. Must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Must have broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes. It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position. Education Substitution of Education for Specialized Experience: To qualify, applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
