    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2514P01 and is part of the 174TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. This vacancy is for two positions. Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-7/9, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs. Requirements Conditions of Employment Qualifications Military Grades: Enlisted GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: GS-7: 1 year equivalent to at least next lower grade level. Experience or working knowledge of any of the following: the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), MyPay, Defense Civilian Pay System (DCPS), Defense Enterprise and Accounting Management System (DEAMS), Defense Military Pay Office System (DMO), Automated Business Services System (ABSS), Air National Guard Reserve Orders Writing System (AROWS), Automated Time and Attendance Production System (ATAAPS), General Accounting Finance System (GAFS), Reserve Travel System (RTS), Defense Transaction Interface Module Systems (DTIMS), Wide Area Workflow (WAWF), Purchase Card Online System (PCOLS) and other financial systems as applicable. Must have experience in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. GS-9: 1 year equivalent to at least next lower grade level. Must have experience of Financial Management rules and operating procedures, for example: knowledge of theories, regulations, current/revised guidance, management practices and policies regarding all facets of the financial program in order to provide feasible recommendations/advice to assist management officials in the decision-making process. Experience or knowledge of regulations, principles, higher HQ directives and guidance pertaining to determination of financial requirements using a variety of methods. Must have experience or knowledge of and skill in analytical reasoning and the ability to apply that skill to the identification, analysis and resolution of financial challenges. Education If using education to qualify: GS-7: 1 full year of graduate level education or superior academic achievement GS-9: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree You must provide a copy of Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service). This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
