This position serves as within the Office of Special Investigation (OSI) - Level 3 Sex Offender Investigation unit. This position monitors, evaluates and reports on incarcerated person (IP) activities and behavior, identifies and tracks members of Security Threat Groups, assists the Investigations Specialist and conducts complex and sensitive investigations into criminal acts and/or violations of Minnesota (MN) statutes, Federal law and/or institutions rules committed by level 3 sex offenders or Incarcerated persons with sexual offenses. This position develops, researches, gathers, and analyzes intelligence information from raw data and available resources such as electronic records, open-source files, social networking, base files, corrections agents, institution intelligence, outside national databases and other law enforcement agencies. Information obtained is provided to law enforcement, MN Department of Corrections (DOC) staff who require information and county attorneys. This position actively assists the MN DOC OSI Fugitive Unit in the apprehension of Level 3 IP violators. This position requires adherence to confidentiality laws and policies including the Minnesota Data Privacy Act, Federal intelligence regulations and the Code of Ethics, to ensure that confidential, private and public data is handled appropriately, and understand and maintain confidentiality of materials, assignments and information.
Minimum Qualifications
Two (2) years of investigative experience in a correctional, military or law enforcement setting with responsibility for conducting or assisting in conducting criminal, administrative, due process and/or gang/security threat group investigations, including planning; processing crime scenes; gathering evidence (physical or data); interviewing witnesses, victims and suspects; interpreting email and phone conversations; and completing/writing intelligence/investigative reports, or related work.
+ A Master’s degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Law Enforcement, Psychology, Sociology, Social Worker, or related field may substitute for 18 months of experience. A Bachelor’s degree in the fields listed above or related field may substitute for one year of experience. An Associates degree in the fields listed above or related field may substitute for six months of experience.
Applicants who meet the experience requirements listed above will be further assessed on the following:
+ Knowledge of research and data gathering techniques and investigation methods.
+ Thorough knowledge of Minnesota statutes; federal, criminal and civil law; policies and procedures; and due process sufficient to apply this knowledge to the cases under investigation.
+ Written and oral communication skills sufficient to interview suspects, incarcerated individuals, victims, and witnesses to elicit accurate information; evaluate the reliability and credibility of the person interviewed; communicate the results and findings to proper authorities, including preparing and presenting summary reports and testifying in legal proceedings; and to conduct training.
+ Critical thinking, analysis, and judgment skills sufficient to analyze and evaluate complex information and independently make sound decisions.
+ Human relations skills sufficient to establish and maintain effective working relationships with employees, outside agencies, and the public.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
+ Three (3) or more years of professional-level investigative experience as described above in the minimum qualifications.
+ Five (5) or more years working as a Correctional Officer in any facility/jail within the United States.
+ Bachelors' degree or higher in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Law Enforcement, Psychology, Sociology, Social Work or related field.
+ Skills in using computer database and software programs such as the Augmented Criminal Investigation Support System (ACISS), Correctional Operations Management System (COMS), National Crime Information Center (NCIC), Security Threat Group (STG) and gang/records management databases sufficient to maintain a comprehensive file on all intelligence information gathered, document the investigation, and retrieval and storage of information obtained in the database programs.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background
information in accordance with Department of Corrections' policy. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
