    The work schedule of the position will vary depending on workload requirements. A typical schedule is to work five 8-hour days / 40 hours per week. Fugitive Specialists are required to be on-call on a rotating schedule. Travel is required 100% of the time. Office locations may include out-state satellite locations within Minnesota.

     

    The position performs highly responsible fugitive apprehension work for the Minnesota Department of Corrections (DOC) and investigates the whereabouts of and attempts to apprehend warranted discretionary and statutory releasees, active conditional release violators, and correctional facility escapees.

    Additional duties include but are not limited to the following:

    + Utilize all means within the scope of constitutional law, federal law, and state law to investigate, locate and apprehend DOC parole release violators on fugitive status.

    + Assist other law enforcement agencies with investigations and general law enforcement duties.

    + Investigate violations of Minnesota state and federal criminal statutes such as assault, criminal sexual conduct, escape and drug trafficking by criminal justice-involved individuals, DOC staff, and authorized/unauthorized visitors, which occur on DOC property.

    + Complete special assignments assigned by the Director and Assistant Director of OSI, and OSI Deputy Director – Fugitive Unit.

    + Prepare for the prosecution of the perpetrator(s) when investigating incidents of supervision release violations witnessed by Fugitive Specialists.

    + Maintain Minnesota Peace Officer Standards and Training (POST) Board License and complete license eligibility requirements and mandatory DOC training.

    + Participate in meetings and discussions that include information of a highly sensitive and confidential nature, including information that is subject to use by the DOC and/or the state in collective bargaining.

    Minimum Qualifications

    The following qualifications are required of all applicants seeking consideration for this position:

    Applicants must meet all of the following criteria:

    + Be a citizen of the United States, AND

    + Possess or be eligible to obtain a valid driver's license, AND

    + Not have any felony or theft convictions in Minnesota and no convictions in other state or federal jurisdictions that would have been a felony or theft if committed in Minnesota.

    AND applicants must meet at least one of the following criteria at the time of application:

    + Possess an active Minnesota Peace Officer License issued by the Minnesota Board of Peace Officer Standards and Training (POST), OR

    + Be eligible* for a Minnesota Peace Officer License issued by POST. (*To be considered license-eligible, you must have received a letter from POST indicating you have passed the Minnesota POST testing requirements or reciprocity testing requirements.)

    Applicants who meet the above criteria will be further evaluated based on the following requirement:

    A minimum of three years of full-time peace officer (city, county, state, tribal, federal or military) experience conducting law enforcement functions in the following areas:

    1. State Statutes related to peace officers and law enforcement operations.

    2. Policies related to peace officer conduct, safety, training, and tactics.

    3. Knowledge of evidentiary procedures and court testimony.

    4. Knowledge of standard radio operations.

    5. Ability to deal with community members in a respectful and professional aspect.

    6. Ability to deal with clientele in a respectful and professional aspect.

    Preferred Qualifications

    The following qualifications are strongly desired of applicants seeking consideration for this position:

    + Bachelor’s degree in Criminal Justice, Law Enforcement, Corrections, or a related field.

    + A minimum of five years patrol experience as a full-time licensed peace officer enforcing local and State laws.

    + Demonstrated experience writing search warrants, court orders, subpoenas, etc.

    + A minimum of one year experience conducting full-time felony level investigations as a licensed peace officer.

    + A minimum of one year experience conducting full-time narcotics investigations as a licensed peace officer.

    + A minimum of one year experience conducting tactical warrant operations such as SWAT or ERT.

    + Qualifying experience coordinating investigative activities with different entities, such as local, state and/or federal law enforcement agencies, attorneys and other public officials.

    + Skills in gathering evidence, interviewing witnesses, swearing complaints and testifying in court.

    + Skills in using computer database and software programs such as the Augmented Criminal Investigation Support System (ACISS), Correctional Operations Management System (COMS), National Crime Information Center (NCIC), Security Threat Group (STG) and gang/records management databases sufficient to maintain a comprehensive file on all intelligence information gathered, document the investigation, and retrieval and storage of information obtained in the database programs.

    + Qualifying experience in conducting law enforcement investigations may include experience gained either prior to or following POST-licensure and must include substantial experience, skills and knowledge.

    Physical Requirements

    The completion of pre-placement physical components may be required prior to hire for this position. These components consist of a physical examination, psychological examination, functional assessment, and/or drug test.     Additional Requirements

    The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.

     

    Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

     

    New employees will be fingerprinted within the first 30 days of employment.
