    _*Approximately, 35% travel and overnights to provide supervision and oversight of licensors._

     

    This position exists to supervise statewide licensing of mental health, substance use disorder, and children’s residential facilities licensed by the Department of Human Services (DHS). This includes supervising staff who conduct inspections and investigations related to licensing, evaluating and approving licensing actions, developing policies, processes, and tools to most efficiently complete the work, and interacting with multiple stakeholders to promote understanding of the licensing processes and compliance with the regulations.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    Four (4) years of experience with methods to investigate issues or monitor compliance with regulatory requirements related to mental health, substance use disorder, and children’s residential facilities.

    Experience must demonstrate the following:

    + Develop and maintain policies, procedures, protocols, and/or tools to direct staff in completing work, including updating policies as needed.

    + Identify and/or resolve problems and case or regulatory or compliance issues.

    + Knowledge of state and federal rules, regulations and laws governing licensed facilities and programs.

    + Knowledge of Department of Human Services (DHS) systems or similar and licensed services.

    + Supervisory experience that expands across a variety of settings or services, a diverse team, and a variety of staff experience.

    + Knowledge of contemporary methods used in providing services to children and adults in licensed programs.

    Preferred Qualifications

    + Monitor and evaluate the work of staff through participation in and observation of licensing inspections and investigations of programs.

    + Work and communicate effectively with a wide range of people of varying backgrounds and with people who have varying levels of understanding of the subject matter.

    + Provide technical assistance to and respond to questions from counties and private agencies, license holders.

    + Develop plans, including changing existing procedures and policies, to implement changes in state law or rule or to address changes from the policy/program divisions.

    + Present licensing information at conferences and to stakeholder groups

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    This position requires successful completion of the following:

    It is the policy of the Department of Human Services that the individual selected for this position successfully complete a background investigation prior to employment, including the following components:

    + Criminal background check

    + Reference check

    + Fingerprinting check (MNJIS/CJIS)

     

    Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
