    The Opportunity:

    CACI is seeking a cleared Hardware Tester/Operations Research Systems Analyst (ORSA) to support an Army Product Manager at Ft. Belvoir, Virginia. The ORSA aspect of this role focuses on data collection, statistical analysis, and applying analytical techniques to support decision-making, as well as hardware testing experience. As part of this team, you will help us provide mission expertise in support of the Army’s Soldier Borne Mission Command (SBMC) program. SBMC is a modular, fused digital awareness system that enhances lethality, mobility, and situational awareness for dismounted Soldiers.

    Responsibilities:

    + Identify and solve real-world problems in areas including decision analysis supporting system design and engineering.

    + Conduct data collection and analysis on all test and experimentation events.

    + Research and respond to inquiries, providing analysis to support requirement determinations and associated documentation.

    + Develop user surveys and survey capture plans.

    + Develop Test Incident Reports (TIRs) formats and capture plans.

    + Conduct data collection planning and execution for Army user assessments and testing events.

    + Coordinate the activities of a cadre of data collector personnel.

    + Characterize TIRs according to Failure Definition & Scoring Criteria.

    + Collect, analyze, categorize, and report data collection results.

    + Prepare data collection result reports and briefings.

    + Review and analyze Situation Reports (SITREPs), Executive Summaries (EXSUMs), and other information to identify issues and trends.

    + Assist with developing program office templates and standardized requirements documents, and assisting with reviewing, developing, and revising documentation.

    + Determine sample sizes and sources of data appropriate for study.

    + Apply analytical techniques in innovative ways.

    + Determine measures of effectiveness.

    + Support all aspects of test and evaluation of the SBMC system, which delivers fused low-light (near infrared) and thermal (longwave infrared) imagery to enhance maneuverability for dismounted Soldiers.

    Qualifications:

    _Required:_

    + Active Secret Clearance

    + Bachelor's degree in Operations Research, Applied Mathematics, Statistics, Engineering (Industrial or Systems).

    + 4 or more years of ORSA (Operations Research Systems Analyst) experience.

    + 15-20 years of hardware Test & Evaluation (T&E) experience – experience with testing of Soldier borne devices, such as night vision devices, thermal weapon sights, weapon lasers, etc. preferred.

    + Experience developing Test and Evaluation Management Plans (TEMPs)

    + Experience with DoD or Army Operational Testing (OT), developing user surveys and survey capture plans, data planning/execution for DoD or Army User Assessments, coordinating activities of data collection personnel in a field environment, conducting data analysis, and presenting results to PM leadership.

    + Extensive knowledge and previous experience in Defense Acquisition Systems (non-IT) and Military Tactics, Techniques, and Procedures

    + Willing to work onsite at Ft. Belvoir

    + Ability to travel and work extended hours (day and night) in a field environment

    _Desired:_

    + Master’s degree

    + Previous support of an Army Project or Product Manager.

    + Experience at various levels of the military, such as Headquarters, Department of the Army, Program Executive Offices, or Army Service Component Commands is recommended, but ORSA support at other agencies will be considered.

    The proposed salary range for this position is:

    $103,800 - $218,100
