Put your accounting degree and/or accounting experience to good use at the Department of Administration. We have an immediate opening for a Financial Specialist in our downtown Boise office. This role serves as a key financial resource, ensuring continuity of operations and adherence to accounting standards. The ideal candidate have a solid understanding of the relationships between Projects, Accounts Payable, Revenue & Billing, General Ledger and Budget.
We serve Idaho by promoting responsible government through expert customer support.
Example of Duties
+ Incumbents use their professional background to perform various financial duties requiring application of accounting, auditing, and/or budgeting theory, principles, and practices.
+ Perform data entry transactions and ensure accurate recording of financial data including billing, deposits, vendor payments, contractor payments and retainage calculations, employee reimbursements, purchasing card transactions, and fixed asset transactions.
+ Maintain ledgers, logs, batch documents, and financial records to support accounting processes.
+ Reconcile accounts, project budgets, and program databases (LUMA and agency systems) to ensure accuracy and resolve discrepancies.
+ Prepare and review reconciliation reports, financial statements, cash flow statements, charts of accounts, and internal/external reports.
+ Provide monthly, quarterly, annual, and year-end financial reports, including ACFR GAAP closing packages for the State Controller’s Office, ensuring compliance with GAAP, GASB, Idaho statutes, and Department of Administration policies.
+ Conduct research on accounting systems and records to identify and correct errors.
+ Investigate and resolve accounting issues by coordinating with customers, vendors, and program staff.
+ Meet with programs to address financial needs and provide documentation or reports.
+ Process vendor payments using LUMA and the agency project management system.
+ Deliver expert customer service to internal and external stakeholders, assisting with financial questions and system requirements.
+ Demonstrate proficiency in bookkeeping methods, automated systems, and financial documentation/reconciliation practices.
* Minimum Qualifications:
Good knowledge of:
+ Accounting principles and practices - typically met by an accounting degree OR at least twelve (12) upper level accounting courses and at least one (1) year of full time professional experience in which applying accounting principles and practices was a primary job duty.
Desired Qualifications:
• Bachelor's degree in accounting, finance, or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles
• Demonstrated Knowledge of Fund Accounting
• Experience developing and preparing financial documents; Minimum met by at least 1 year of experience developing and preparing financial documents such as financial statements, tax worksheets, budgets, cost analysis, audit reports, and audit work papers
• Experience using a personal computer to develop, analyze, and report on financial data: Minimum requirement met by at least one year of work experience using a personal computer to develop, analyze and report on financial data as a regularly assigned job duty
• Experience gathering data from multiple financial systems, analyzing data, integrating data, and validating data for accuracy and developing reports/inquiries to aid with process improvements and making informed business decisions
• Experience with audits and replying to compliance and requirements requests.
• Experience with project accounting
• Must be able to effectively communicate both orally and in writing
• Work proficiently with Excel (pivot tables) and Word
• Expert customer services skills
Experience:
• Using personal computers to develop, analyze, and report on financial data
• Monitoring/reviewing internal financial controls
• Resolving technical accounting, auditing, or budgeting problems
• Preparing financial documents for management review
• Analyzing financial activities and recommending or implementing management actions
