Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of the Actuary. As a Actuary, GS-1510-14, you will serves as a technical and actuarial expert for the modeling of Medicare and/or Medicaid program rates and estimates for both services covered under current law and for proposed changes. Analyzing, monitoring, and evaluating Medicare Advantage (MA) and Medicare Part D prescription drug benefit annual bids. Responsibilities Develops actuarial models, studies, and analyses for Medicare Part C and Part D cost estimates for the Chief Actuary; Group Directors and Deputy Group Directors in OACT, senior level staff in CMS, HHS, OMB, other actuaries and analysts. Development of actuarial data and estimates for notices issued by CMS or HHS, development and modification of databases used in determination of Part C and Part D estimates. Provides technical and actuarial expertise in the preparation of capitation payment rates required by law for Medicare Advantage Program and program rates required by law for Medicare Part C and Part D programs. Develops and/ or presents materials related to the completion of MA and Part D plan bid forms and responds to industry questions/contractor questions. Provides technical and actuarial expertise in the preparation of cost estimates and support material for Medicare and/or Medicaid programs for each stage of the budget cycle for use in the President's budget. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing actuarial guidance in the review, analysis, and or development of pricing methods/data for Medicare Advantage (MA) and Prescription Drug (Part D)bid submissions (including the bid pricing tools (BPTs) and related instructions); 2. Developing, operating, or maintaining programs related to cost estimates for health care programs; AND 3. Analyzing, interpreting, or communicating actuarial data and information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. OR Combination of education and experience that includes both of the following requirements: Technical work experience in actuarial support work or in mathematics; and Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
