General Description
Under the direction of the Workforce Development Coordinator, the Public Services Coordinator administers the AmeriCorps programs within the City of Rochester. This position oversees the AmeriCorps grant received by the City and the AmeriCorps members throughout their year of service. This position also works with several host sites (locations where the members serve) and host site supervisors (people who provide day-to-day supervision of the members, both within the City and within local community organizations. Performs related work as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
+ Oversees the City of Rochester AmeriCorps Program, including the AmeriCorps grant and AmeriCorps members;
+ Builds and maintains positive and trusting relationships with AmeriCorps members and host site supervisors;
+ Builds positive relationships with AmeriCorps state, regional, and national representatives;
+ Leads the recruiting, interviewing, and hiring of new AmeriCorps members;
+ Facilitates host site supervisor meetings and conducts monitoring visits to ensure host sites are in grant compliance;
+ Provides technical assistance to host site supervisors on the areas of member supervision, member motivation and accountability, and evaluation of members’ growth and performance;
+ Oversees the program’s evaluation;
+ Prepares and submits all required grant reports and applications;
+ Reviews and updates internal policies, procedures, and forms to ensure compliance with Federal and NYS requirements;
+ Prepares and secures Memoranda of Understanding or contracts with all host sites and other outside providers;
+ Attends and provides support at member and host site training days;
+ Works with individual members to create and implement action plans that support their professional growth, focusing on skill development, career interests, and preparing for life after AmeriCorps;
+ Monitors member performance and issues discipline as necessary;
+ Assist members with the procurement of AmeriCorps benefits, such as the Segal Education Award and student loan forbearance;
+ Creates and maintains all member contracts and files and inputs member information into funder databases, staying in compliance with Federal and NYS grant requirements;
+ Acts as a liaison between the program(s) and City’s Human Resources Department to ensure that all members are successfully enrolled and exited from the City payroll system and receive the appropriate living allowance on time;
+ Attends all trainings and meetings required by the New York State (NYS) Commission on National and Community Service and/or the Corporation for National and Community Service (CNCS).
Minimum Qualifications
High School Diploma or Equivalent, PLUS either I or II:
I. Associates Degree in Human Services, Sociology, Social Work, Counseling, or a closely related field AND two (2) years of paid experience in volunteer management, workforce development, or working directly with members of the community
II. Four (4) years of paid experience in volunteer management, workforce development, or working directly with members of the community
SPECIAL REQUIREMENT:
New York State Driver’s License at time of application and maintained throughout employment in the title
